Description

NOTICE OF INTENT TO SOLICIT FROM A SINGLE SOURCE Services, Veterinary Care THIS IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. This is a notice of intent to award a sole source contract to The Roskamp Institute Inc. for veterinary services associated with a neurodegenerative study involving Regulation of Matrix Metallopeptidase 9 by Apolipoprotein E. These services include the housing, feeding, bedding and anesthesia of mice. This will also include the their veterinary care via a fully accredited by the Association for Assessment and Accreditation of Laboratory Animal Care International (AAALAC), managed in accordance with the Guide for the Care and Use of Laboratory Animals (Guide), the Animal Welfare Regulations Title 9 Code of Federal Regulations Subchapter A, Animal Welfare, Parts 1-3 (AWR), the Public Health Service Policy on Humane Care and Use of Laboratory Animals (PHS Policy), and the local Institutional Animal Care and Use Committee s Principles of Animal Care and Use. Under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1), the Contracting Officer has determined that the circumstances of the contract action deem that only one source being reasonably available to meet the Government's needs. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government. Classification Code: R416 NAICS: 541940 Period of Performance: October 1, 2017 through September 30, 2018, with two, one-year options. This Notice of Intent is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. Any responses received by August 21, 2017, 12:00 PM Eastern will be considered by the Government. If the VA does not receive an acceptable response to this announcement by the afore mentioned date, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with The Roskamp Institute Inc. A fixed price purchase order will be issued without any additional notices being posted. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No cost to the government will arise as a result of contractor submissions of responses to this announcement or the government use of such information. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response.
