- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Quote (RFQ). This procurement is restricted to small businesses. The associated North American Industry Classification System (NAICS) code for the procurement is 811310 and the Small Business size standard is $7.5 Million. The US Army Corps of Engineers, Engineer Research and Development Center Contracting Office, has a requirement for flume maintenance services. Service/Product Refurbishment of Acrylic Windows in the Cognitive Ecology and Ecohydraulics Facility (CEERF) flume. The Engineer Research and Development Center (ERDC) operates a state-of-the-art cognitive ecology and ecohydraulics research facility (CEERF). This unique facility allows ERDC to conduct a wide range of studies on the response of fish to various flow field patterns, solid boundaries, fluid boundaries, attractants, repellants, and chemical constituents. These studies are important because understanding the "first principles" relationship between environmental stimuli and movement behavior directly supports many ERDC environmental missions. These missions generally involve how the Department of Defense activities alter the movement and habitat occupation patterns of aquatic animals. The CEERF consists of three more or less autonomous systems: the flume proper and two fish holding areas. In addition to the CEERF, other critical infrastructure includes a building air conditioner and back-up generator. The back-up generator allows fish to be maintained in the event of a power failure. Flume Description The flume system is comprised of seven interconnected subsystems: 1) Flume Structure. A recirculating concrete flume with two straight sections connected by semi-circular ends (Figures 1 and 2). The overall length of the flume from outside wall to outside wall is 67' 8". The overall width of the flume from outside wall to outside wall is 27' 4". As viewed from above, flow within the flume is clockwise. Significant features of the straight sections and semi-circular sections, respectively, are as follows: a. The two straight portions of the flume each have a length of 39'. The straight sections have a uniform cross section of 8' wide and 4' 6" high except for a flume sump located at the downstream end of each straight section (Figure 3). The flume sump extends the full width of the flume and is 3' long (i.e., along the centerline of the flume) wide and 3' deep (i.e., below the floor level of the flume). The outside wall of each of the two flume sumps is pierced by the 16" intake of a 150 HP, high volume pump that maintains water circulation within the flume. The upper edges of the sump are recessed to receive a grate that prevents entry of debris into the recirculating pump. The flume is designed so that a water depth of 4' can be safely maintained within the flume. Directly under the 16" intake, a 4" intake connects to a pump used to drain the flume (Figure 4). The outside wall of each straight section is comprised of four, 2" thick, 8' wide, by 4' 6" high transparent acrylic panels set into keyways in the flume floor (where the walls would normally be) and 12" wide concrete columns (Figure 1). The transparent acrylic panels allow for enhanced observation of fish behavior within the flume. A single central 2" x 2" keyway is located along the centerline of the floor along the length of the straight section to allow a convenient attachment point for affixing experimental apparatus to the flume floor. Keyways are also located laterally every 8' along the length of the straight section of the flume floor beginning just upstream of the flume sump and extending to about 4' downstream of the turning vanes. A connecting keyway is located every 8' along the inside flume wall that extends from the flume floor to the top of the wall. The floor and wall keyways are used to insert block nets or other experimental apparatus inside the flume. The total usable length of each straight section of flume is about 32' extending upstream (counter clock-wise as seen from above) from the slot near the flume sump and ending at the slot located about 4' from the upstream guide vanes. The two, identical flume sections are an excellent design for conducting paired experimental/control studies. b. Two semi-circular sections of flume connect the two straight sections of the flume. They each extend beyond the straight sections by 13' 8". Each circular section contains three equally-spaced fiber glass vanes that separate the bulk flow into four channels each about 2' wide. The vanes function to reduce the creation of secondary currents and ensure approximately uniform flow conditions as water exits the semi-circular sections and enter the usable portions of the flume. The bottom of each vane is secured into a keyway located in the floor of the flume. The top of each vane is bolted to stainless steel angle iron which is secured to the flume walls. The semi-circular sections have the same cross-sectional dimensions as the straight sections of the flume. Service Description The CEERF flume requires polishing to refurbish both the wet and dry sides of the eight (8) acrylic windows located in the CEERF while the tank is dry or without water. Repairs are needed to replace silicone damage along the window seams, as well as apply acrylic strips to the wet side silicone seams to prevent future damage from fish attempting to eat the silicone. The flume will need to be dry a minimum of 24 hours before work could begin on site. The work should be completed in at least 6 days, assuming 10 hour working days. Minimal expectations for acrylic polishing procedures, to refurbish and polish to scratch free, distortion free, like new industry standard finish, and also provide clean up after services. The CEERF will provide an air compressor with included fuel and hose, capable of producing 250 cfm at 100 psi to accommodate running multiple pneumatic hand tools at once. This compressor will be fitted with two (2) ¾" air discharge air outlets, and will need fuel furnished daily, along with enough ¾" hose length to reach the farthest polishing location. The CEERF will also provide access to a nearby water supply with normal hose type fittings, to enable the crew to operate the water grinders and produce the best and most efficient acrylic finish possible. One can expect up to one half gallon per minute of discharge per grinder. The repair crew will optimize the management of the excess water to minimize any impact on the facility. Additionally, the CEERF will provide access to nearby constant A/C electrical power sources to enable work crew to utilize its electrical polishing hardware as needed. The following materials will need to be supplied by the vendor: - Specialty pneumatic tools - Assorted sizes and grits 5" and 7" sanding and polishing papers - Misc. backer pads and accessories - Misc. pneumatic fittings and hoses that attach to air supply hoses - Slurry powder, Polish See picture of flume attached.
