A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than August 18, 2017, by sending an e-mail to agaddis@blm.gov; however, any technical data received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), BLM-AK/Alaska Fire Service intends to issue a sole source, firm-fixed price order to: COMPANY:Focus Camera, DUNS: 147996417 FOR :FLIR CAMERAS ON:08/21/2017 NAICS:333316PHOTOGRAPHIC AND PHOTOCOPYING EQUIPMENT MANUFACTURING AUTHORITY:8.405-6(a)(2) Limited Sources Justification and Approval 13.106(b) Soliciting from a single source FAR 6.302-2 Unusual and compelling urgency. Determinations not to compete this proposed procurement were made because: This request is unusual and compelling urgency. The Bureau of Land Management will be using small UAS with thermal imagery sensors on both fire and resource missions. The thermal imaging camera will be used for volumetric calculations, mapping and to identify otherwise hard to detect heat during wildland fire suppression activities. The small UAS aircraft that BLM is authorized to use is the 3D Robotics SOLO. As per the Federal Aviation Administration (FAA) and the DOI Office of Aviation Services (OAS) UAS is classified as aircraft and must be certified by the FAA and approved by OAS.
