- STATEMENT OF WORK Annual Maintenance and Testing For Emergency Electrical Generators Project # 674-17-1-5066-0029 SCOPE: FY2017 Provide all labor, supervision, materials, equipment, tools and ancillary supplies to perform annual load bank testing, oil sample testing for sediment and foreign materials, check fuel oil tanks for contamination of fuel-oil, air-filter change, oil and oil filter replacement at the Central Texas VA Healthcare Facilities located in Waco and Temple TX. CONTRACTOR RESPONSIBILITIES: The contractor shall supply all necessary parts, materials, tools and labor to perform the necessary installation, testing and repairs. The contractor is responsible for the proper disposal of all discarded parts, material, debris and oil upon completion of the following maintenance tasks. Visual inspection of engine and electrical power generation package and all related equipment and systems excluding the automatic transfer switches. The contractor shall document conditions, values and recommendations on contractor provided forms and submit documentation to COR within 72 hours after completion of inspection, contractor is responsible for removal and proper disposal of all waste oil and filters. Maintenance Tasks Inspect cooling system, operation of heater(s), cooling value (thermostat) and adding supplemental conditioners to the cooling system to keep coolant nitrate levels between 1200 and 2400 PPM. Inspect hoses, belts and radiator. Inspect and check radiator, lovers and room for air flow restrictions document any corrosion or coolant seepage. Verify proper fluid levels and values, correct as needed prior to load bank test. Check battery voltage prior to initial cranking and record values on contractor's battery test form. Check fuel supply and quality of fuel. Retrieve a fuel sample from bottom of main fuel tank for visual inspection. Replace air-filter elements with a filter the meets or exceeds original manufacturers specifications. Inspect overall air induction system for wear and leakage. Document all findings and work performed. Obtain COTR approval to ' Lock unit out and connect resistive load bank in such a manner that emergency power can be manually restored (when possible) upon notification if such an incident should occur COTR must approve all connections and individual unit's circumstances. Conduct a continuous four (4)-hour load bank test a 1.0 power factor. Extracted load shall be greater than the.8096 of generator's nameplate value (Example: 100KW - Test @85KW). Generator loading shall be in graduated increments up to test value to ensure proper operation and not part of the four (4) hour time span. Testing shall be documented in fifteen (15) minutes intervals on contractors provided test sheet. Data shall include the following parameters: time; engine hour at start and completion of test; ambient room temperature; coolant temperature; oil temperature; lube pressure; fuel pressure (when available); A.C. frequency (verify Digitally); A.C. voltage (verify digitally): KW (load)(verify digitally). During testing, an infrared heat gun shall be used to monitor cooling system operation, exhaust temps, oil temp, day tank temps and electrical connections related to test load. These values are not required to be recorded, but critical values should be reported. After removal of load bank a ten (10) - minute cool down period at no load is required. These values shall be documented on the test sheet as 'Post Test Data'. Upon completion of load bank test, reinstate system wiring to be 'ready for duty' to reduce down time if an outage should occur while performing engine maintenance. Contractors Engineer Maintenance 2.1: Lock Unit out. Obtain an oil sample for analysis after completion of load test and before changing oil. Remove AC power from battery charger for one (1) hour while performing engine service. Inspect, test and evaluate individual NiCad battery bank cells at the end of one (1) hour. Record values on contractors provided form. Reinstate charger observing operations. Check 'high rate' or "equalize mode" (if equipped), record value. All values shall be recorded. The Contractor shall schedule work through the COR. The Contractor shall coordinate work with COR NLT 10 calendar days before starting work. Work shall be complete with-in 45 days of work start. Other contractors may be working in the same area performing other work. The contractor shall execute work in a manner so as not to impede other contract work. HOURS OF WORK: The normal hours of work are 08:00 to 16:15 (4:15) Monday through Friday. Work shall be performed during normal work hours. Work to be performed in other than normal hours shall be approved/disapproved by the Contracting Officer s Representative no later than 10 calendar days prior to the start of work. WORKMANSHIP: All work under this contract shall conform to the standards of these specifications. The Contractor at no additional cost to the Government shall correct work not meeting these specifications and repair any damage to government property. Work shall be accomplished by mechanics skilled in the trade with a minimum of 5 consecutive years of experience in generator maintenance. The Contractor shall provide written documentation as to the mechanics work experience to the CO or COR if requested. DAILY PROGRESS REPORTS: The Contractor shall notify the COR, (Don Clauder @ 254-598-8209) in Waco and Kenneth Allison in Temple @ 254-534-4287 upon completion of Electrical generator testing and maintenance and prior to leaving the Waco or Temple Campus. WORKING CONDITIONS: The buildings and the surrounding site areas will be occupied and Government operations will continue on a normal, temporary or restricted basis for the duration of the contract. The Contractor shall take all precautions to ensure that his operations are conducted in a manner so as not to interfere with the normal operation of surrounding facilities. The Contractor shall execute work in a safe manner and shall not subject personnel to unsafe conditions. The Contractor shall provide safety barricades, devices, and equipment to protect personnel and property and repair damage caused by construction operations. Take all precautions to protect the building and its occupants during the construction period SITE VISIT: The Contractor shall visit the site to determine the full extent of the work. Failure to inspect the site will not constitute grounds for a claim after contract award. A site visit will be scheduled through the Contracting Officer. DISPOSAL: Disposal of materials removed under this contract at an approved disposal site in accordance with all local, state, and federal laws, regulations, and guidelines are the Contractor s sole responsibility. The contractor shall adhere to all OSHA requirements concerning removal, transporting, and disposal of the material. CLEAN-UP: The Contractor shall keep the area neat and tidy and free of debris at the end of each workday. TEMPORARY FACILITIES: Temporary electrical power and water may be provided by the Government at no cost to the Contractor from existing lines and sources located at the building site. The characteristics and source locations may be verified by a visit to the site. The Contractor shall provide ample temporary storage space for materials requiring shelter from the weather, and security and safety protection. All onsite storage must have approval from the CO and COR. Contractor shall submit temporary storage request to the CO and the COR for approval /disapproval no later than 21 calendar days prior to start of work. The storage facilities shall be located in the areas of the facility designated by the Contracting Officer s Representative. SAFETY AND FIRE: All fire and safety rules and regulations are applicable; NFPA and SBCCI dated 1999. The Contractor shall comply with EM385-1-1 dated 1987 for minimum safety requirements. PERMITS: The Contractor shall be responsible for obtaining any licenses and permits and complying with any laws, codes, and regulations applicable to the execution of this work as required Federally and by the State of Texas. WARRANTEE: The contractor shall warrantee work to be free of defects and workmanship for a period of 1 year from date of acceptance. Date of acceptance is established by the Contracting Officer. STATEMENT OF WORK: The Contractor shall perform installation, testing and maintenance of all materials and equipment and return the emergency electrical generators to normal operational condition. 17 QUALITY ASSURANCE: The Contracting Officer reserves the right to conduct any inspections or perform any tests deemed necessary at any time during the execution of the contract to determine conformance with the requirements of theses specifications.
