Description
The United States Army Corps of Engineers (USACE) Engineering Research and Development Center - Construction Engineering Research Laboratory (ERDC-CERL) in Champaign, IL has a requirement for a Portable X-ray Fluorescence Spectrometer. The specifics of the requirement are as follows: 1. One (1) portable X-ray fluorescence spectrometer delivered to Engineer Research and Development Center, Construction Engineering Research Laboratory (ERDC-CERL), Champaign, Illinois. a. The spectrometer shall provide reports of relative quantities of elements or oxides in a sample using software designed for XRF analysis. b. The spectrometer, excluding peripherals and configured in the transport position, shall be no larger than 16 x 14 x 14 inches in external dimensions. c. The measurement range of the spectrometer shall be optimized for geochemistry applications, enabling detection of sodium with a limit of detection below 1,000 micrograms per gram. d. The spectrometer shall be furnished with a vacuum pump and tubing to facilitate sample chamber atmosphere control. e. The spectrometer shall be furnished with necessary consumable supplies (sample cups, detector films, etc.) which are required for accurate and precise measurements. f. The spectrometer shall be powered by a battery pack and shall be furnished with an external charging adapter. g. The spectrometer shall be furnished with an impact-resistant transport case. h. The spectrometer shall be furnished with a sample preparation device which facilitates grinding and compaction of test samples in the field. i. The spectrometer shall log the GPS location of measurements, with the ability to disable GPS logging. j. Installation, calibration, and one on-site training session for CERL researchers that will utilize the equipment 2. Completion of delivery, installation, calibration, and training is requested by no later than 60 days after award. ERDC-CERL intends to award a purchase order on a sole source basis to Spectro Analytical Instruments in accordance with FAR 13.106-1(b)(1). Market research indicates that Spectro Analytical Instruments is the only source for this requirement because the competitor products lack the combination of portability (battery powered with external dimensions no greater than 16 x 16 x 14 inches) and the ability to detect sodium below 1000 parts per million. Spectro Analytical Instruments is the only known source that can fulfill all of the requirements including delivery of the equipment as well as installation, calibration, and training for the team of CERL scientists and engineers that will utilize it. The associated North American Industry Classification System (NAICS) code is 334516 which has a size standard of 1000 employees. This is not a small business set aside. This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will be in any way alter the Government's acquisition strategy. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
