Description
NOTICE TO OFFERORS: FUNDS ARE NOT PRESENTLY AVAILABLE FOR AWARD. No Award will be made under this announcement until funds are available. The Government reserves the right to cancel this announcement, either before or after the closing date. In the event the Government cancels this announcement, the Government has no obligation to reimburse an offeror for any costs. Vendor quotes shall be valid through 30 September 2017. This is a combined synopsis/solicitation for commercial items/services are prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. i. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. ii. This solicitation AG-5680-S-17-0018 being issued as a Request for Proposal (RFP). iii. This solicitation document, with the incorporated provisions and documents, are those in effect through Federal Acquisition Circular 2005-72. The USDA Forest Service's Forest Products Laboratory requires a Comprehensive Two-Dimensional Gas Chromatography with Time-of-Flight Mass Spectrometer (GCxGC-TOFMS) adhering to the requirements listed below: System Requirements • System shall be fully integrated to allow the control and operation of the Gas Chromatograph (GC), comprehensive two-dimensional chromatography (GCxGC), Mass Spectrometer (MS), and data processing system from a single platform. • The control and operation of a liquid, static headspace, and SPME autosampler shall also be integrated within the same platform. • Simultaneous acquisition of any two ionization energies (between 10-70 eV) at speed up to 150Hz. • The system must have thermal or flow modulator. • TOF instrument control, data acquisition and data analysis interface: Control of third-party devices, including: Agilent 7890 series GCs and ALS, CTC autosamplers, supported GCs and autosamplers, baseline compensation deconvolution, quantitation, data-mining and reporting. • GCMS and GCxGC for all analyte information should include spectral information of all sample information to be exported as an ASCII file and ANDI export of raw data. • The GC column oven shall have an operating temperature range from 5oC above ambient to 450oC, and from -80oC to 450oC with the optional liquid nitrogen oven cryogenic system. • Must be capable of performing comprehensive GCxGC on the entire sample. • GCxGC data processing software package: automated peak location, automated peak area calculations, analyte calibration software, construct reference tables, filtered lists of differences between the samples as well as similarities, custom report editor, and automated data export in a variety of electronic formats including ANDI and ASCII. • The MS shall have electron ionization (EI) source, focusing optics, Time-of-Flight (TOF) mass analyzer, microchannel plate detection system, and high-speed data collection system. • Data system of GCMS: Windows based operating systems automated overall system optimization algorithms, integrated controls for GC, MS, autoinjector, automatic liquid sampler, static headspace sampler, and SPME system, automatic library search algorithm for comparing mass spectra samples to databases of mass spectra, analyte information and mass spectral information exported as an ASCII file and ANDI export of raw data. • Must be capable of combining automated data processing procedures into a single data processing method: baseline, peak find, spectral deconvolution, peak area and height calculation, retention index calculation, quantification, sample comparison, semi-quantification, report generation, and data exportation. Warranty, Software and Support Requirements • Delivery and Installation to be complete within 10 months of awarding. • Support network with multiple engineer available. • Complete system installation including all gases and equipment needed for assembly. • Computerized workstation with software for acquiring, processing and plotting with 5 additional licenses for processing and 2 floating licenses. • System documentation and training courses available. • 1 year parts and labor warranty following instillation and demonstration of specifications. • 2 years full service, to include annual preventive maintenance, to begin at the conclusion of the warranty period. • Standard samples for demonstration of specification compliance. The Government anticipates the award of one Purchase Order to meet our needs. The North American Industry Classification System (NAICS) Code for this requirement is 34516 - Analytical Laboratory Instrument Manufacturing, the small business size standard is 1,000 employees. The Purchase Order will be awarded to the lowest priced offeror who can meet the technical, service and warranty requirements listed above. Offerors are required to be registered in Systems for Awards Management (SAM) at the time the offer is made, to receive an award. This will be a firm fixed price contract. This effort is being competed as an unrestricted action. All offerors shall be sent via email to creittinger@fs.fed.us prior to the posted cutoff date of this notice. Offerors shall comply with applicable federal, regional, state and local regulatory standards.
