- JUSTIFICATION FOR EXCEPTION TO FAIR OPPORTUNITY- Order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order. This Notice replaces an earlier notice (now archived) for which Attached Documents were irretrievable. PBGC issued RFP# PBGC01-RP-14-0003 "Program Management Office (PMO)" on June 5, 2014 against the NITACC CIO SP3 vehicle. The scope consisted of program management office support and professional advisory/consulting services necessary to establish a mature PMO program that could be sustained by PBGC at the conclusion of the four-year Period. This maturity was to be accomplished through Conducting a PMO Assessment, Developing a Roadmap, and Operationalizing the PMO. The "Assessment" and "Roadmap" have been completed, and PBGC and ICF are in the final year of Operationalizing (and maturing) the PMO in accordance with the Roadmap. Per the solicitation and proposed solution, each Phase was to build upon the next, and the specified work was to be delivered over a four-year period via Work Orders (WOs) placed under the awarded FOA. The solicitation included a budgetary estimate of $25 million. Proposals were evaluated in accordance with the solicitation and PBGC awarded contract # PBGC01-F-14-0012 to ICF Incorporated, LLC on September 17, 2014. The remaining work deliverables planned for completion under the PMO NITACC Order were to be completed by September 16, 2018. PBGC intends to direct a sole-source, logical follow-on contract to the current vendor, ICF Incorporated, LLC to complete the remaining services (see section 3) on an accelerated time-line and at additional savings to the Government. The total expenditures inclusive of this final effort will be less than 10% of the $25M estimate provided in the solicitation. Re-competing this work while in its final stages would create unacceptable financial risk and duplicative effort by costing the agency an estimated two-months of Vendor effort (estimated at $118K) to fully transition the work, in addition to creating additional labor investments by the federal staff. Further, any delay in completing the remaining deliverables is likely to negatively impact software development projects across the agency and result in additional costs and delays to both the implementation of software projects and the guidance that the PMO provides to both internal and external PBGC ITSLCM stakeholders. Completion of these deliverables will satisfy the final implementation of the PMO Maturity Effort.
