Description
.The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) intends to award a contract on a sole source basis to Bemco, Inc. upon the basis of the authority provided at FAR 13.501(a)(1)(i). ERDC-CRREL intends to purchase two (2) Bemco Model PTS-70/40C-900M portable refrigeration systems. The systems must have the following minimum specifications: a. Supply and maintain temperature of -70 to + 40 °C (+/-1 °C) to connect to a CRREL existing insulated environmental chamber of maximum size 100 ft3. It is anticipated that the system requires delivery of up to 900 cfm of temperature / humidified air to achieve this specification; b. Electrical - in-branch circuit protection; c. System should be manually movable / rollable (castors with locking feature); d. Controls and monitoring: touchscreen controller will up to 40 nameable profiles (with up to 50 steps per profile), real time clock and MODBUS communications. The user interface should monitor real time temperature, to monitor system status / functionality, and to plan / pre-program a ‘set-point' temperature for a future time period; e. Connect to cooling water supply (supply of tap water up to approximately 10 gpm available within 30 ft). f. Conduct the following test in both scope of work locations (composites lab, soils lab): the supplied air inside the CRREL insulated environmental chambers in the composites lab MTS area and the soils lab MTS machine delivers and maintains air at a temperature of -40 °C +/- °1C for a period of 12 hours. g. Conduct the following test in both scope of work locations (composites lab, soils lab): the supplied air inside the CRREL insulated environmental chambers in the composites lab MTS area and the soils lab MTS machine delivers and maintains air at a temperature of +30 °C +/- °1C for a period of 12 hours. Bemco, Inc. was identified as the only vendor capable of offering a product meeting the requisite specifications and interoperability requirements with CRREL's existing MTS test chambers. The associated North American Industry Classification System (NAICS) code is 333415, which has a size standard of 1,250 employees. This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
