Description

The Department of Veterans Affairs Medical Center, VISN 6 Network Contracting Office (NCO), on behalf of the Durham VA Medical Center intends to solicit and award a firm fixed price, sole source Purchase Order to Advance Instruments, Inc. The purpose of the order is to obtain a Glo-Cyte counter system and accessories (must meet OEM specifications). This purchase is for a commercial item/service and will be made using FAR 12 and the Simplified Acquisition Procedures at FAR 13. Other than full and open competition is authorized pursuant to FAR 13.106-1(b). The rational to solicit from a single source is based on agency s need and that no other commercially sources are capable of supplying this new state of the art instrument recently approved for use by the FDA. This notice of intent is NOT a request for competitive quotes. However, interested contractors may submit a narrative describing their capabilities and qualifications to perform the effort via e-mail to Paul Waite, Contract Officer, Paul.waite@va.gov no later than 0900 AM EST on August 17, 2017. Capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
