--------------------------------------- SYNOPSIS Contracting Office Address: Location: Naval Air Warfare Center Aircraft Division Lakehurst Description: The Naval Air Warfare Center Aircraft Division (NAWCAD) Special Communications Mission Solutions (SCMS) Division has been tasked by the United States Special Operations Command (USSOCOM) Family of Special Operations Vehicles (FOSOV) to procure a Commercial-off-the-Shelf (COTS) Intercommunications System (ICS) solution. The ICS is used in conjunction with the current Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) suites found within the FOSOV Ground Mobility Vehicle (GMV). The requested ICS solution, the TOCNET G4 Kit, has replaced the legacy vehicular intercom system (AN/VIC-3) which reached its product end of life. The vehicular intercom system allows users to communicate both internally and externally to the vehicle using onboard vehicle radios. The ICS provides GMV operators with necessary situational awareness in theatre. The requested TOCNET G4 kit also provides an additional capability for radio remote control of the USSOCOM radio variants (AN/PRC-117G, AN/PRC-148, AN/PRC-117F, and AN/PRC 152A). The ICS interoperates with the radios that are part of the C5ISR suite. The ICS is required to provide a full digital vehicle intercom system, allowing for bridging, crossbanding and conferencing of various disparate assets such as radios, phone lines, Voice over Internet Protocol and network internet protocol. The configurations included in the requested TOCNET G4 Kits specifically work in conjunction with other equipment designed into the GMV platforms. The requested equipment is part of an accredited system, and the FOSOV project requires an ICS solution with the same fit and function as those already integrated and fielded to maintain commonality, interoperability, and sustainability. Under the authority 10 USC 2304(c)(1), FAR 6.302-1, the Government intends to issue a sole source contract to SCI Technology, Inc., a Samina Corporation company. The Government plans to procure fifteen (15) TOCNET G4 GMV 1.1 Kits. Delivery is required 140 days after contract award. THIS IS NOT REQUEST FOR PROPOSAL. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. No contract will be awarded on the basis of offers received in response to this notice. All inquiries and concerns must be addressed to the Contract Specialist, Mr. Jason Ucci at jason.ucci@navy.mil. Responses to this notice must be submitted by 30 August 2017, 10:00AM EST. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future competition.
