W91236-17-B-0009 Plans W91236-17-B-0009 DSCR Parking Lots Solicitation W91236-17-B-0009 DSCR Specifications This procurement (Sealed Bid) is for Defense Logistics Agency Parking Upgrades for Lots 7a, 7b, & 10 Defense Supply Center Richmond (DSCR), Richmond, Virginia Description of Work: This project will improve existing parking lots 7A, 7B, & 10 to support the parking requirements for the new Operations Center Phase 1. The project will include excavating and grade changes. Also included are the removal of asphalt and pavement, concrete stairs, railings, guard rail, sidewalks, light poles, bollards, large trees, and existing storm sewer system from the parking lots. The project will provide approximately 599 vehicle parking spaces, concrete aprons, alkyd based thermoplastic pavement markings, curbs and gutters, sidewalks, landscaping (minimum 10% of total parking area), bollards, signs, storm sewer, landscape plantings, best management practices (BMPs) and Low Impact Design (LID) to comply with UFC 3-210-10. Storm water Management is included in the project, using best management practices (BMPs) to comply with the installation's General Permit for the Discharge of Storm water from their Small Municipal Separate Storm Sewer System (MS4) since more than an acre of land will be disturbed. The design includes the installation of permeable pavers, and pole mounted LED light fixtures designed to complement the changes to the parking lot. The project also include the demolition of a small, open vehicle car wash, including the concrete slab. The contracting officer will award a firm fixed price contract to the lowest priced, technically acceptable Bidder, whose proposal conforms to the solicitation and is fair and reasonable. In addition, the awardee must be found responsible in accordance with FAR 9.1. The magnitude of construction is between $1,000,000.00 and $5,000,000.00. The NAICS code applicable to this requirement is 237310 (Grading, highway, road, street), with a small business size standard of $36.5 million. The proposed action will be a total small business set aside. See attached Solicitation to include specifications and drawings. Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the right to reject any and all offers. Bidders are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the Bidder. The proposal due date is 18 September 2017 at 11:00 AM Eastern Standard Time. IT IS THE SOLE RESPONSIBILITY OF THE BIDDER TO CONTINUALLY VIEW THE WEBSITE FOR CHANGES.
