Description
This is a Request for Proposals for construction to remove and dispose of existing electrical panels, conduits, wiring, and associated components in the utility room and other electrical distribution locations throughout the Valley Museum/District Building (a multi-use, multi-story building). The contractor shall provide all materials, installation and management labor, transportation, insurance, bonds, administrative and other services to complete the proposed project. All work will be performed under a single contract by a licensed contractor. In the event that competitive quotes are not received for this solicitation, an offeror may be required to submit cost and pricing data or information other than cost and pricing data. This project is being solicited and will be awarded as a 100% Small Business Set-Aside in accordance with Federal Acquisition Regulation (FAR) Subpart 19.502-2. The NAICS code is 238210 with an associated small business size standard of $15 million. In accordance with Federal Acquisition Regulation (FAR) Subpart 36.204, the magnitude of construction for this project is between $250,000 and $500,000. This magnitude range is required in accordance with FAR 36.204 and is not the government's estimate. Performance and Payment Bonds will be required after award. PROJECT DESCRIPTION: The work includes (a) installing new conduit wiring, service panels, and associated electrical equipment to power current operational electrical systems and permit future electrical system expansion, (b) abandoning all obsolete, inadequate branch circuit wiring that is ground deficient and replace with new thermoplastic insulated wiring with grounding, and (c) contractor will utilize surface mounted conduit systems and perform electrical system rehabilitation work as needed to minimize disturbance of historic fabric. This electrical system rehabilitation will bring the 20,000+ square foot facility into compliance with current National Electrical Code requirements. Current code violations include NEC 250 (grounding), NEC 406.3(A) (receptacle grounding).This is a historic multiple story building that houses a public museum, exhibit room, research library, meeting rooms, and 12 multi-Divisional office spaces. All work will be performed by a licensed contractor. PROJECT LOCATION. The project is located within Yosemite National Park at the Yosemite Valley Museum / District Building, approximately eighty (80) miles north east of the city of Merced via CA Highway 140. There is also a map available of the project site area included as Attachment 7, Site Visit Map. SITE VISIT. An organized site visit is scheduled to occur at 1pm (PST) on August 28, 2017 (see full details provided in Section L of Solicitation Attachment 3). Offerors are encouraged and expected to attend the scheduled site visit, to inspect the site, and to satisfy themselves regarding the conditions that may affect the cost of the products and performance. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Refer to Section J of Attachment no. 3 for the complete list of attachments that includes the price schedule and all other terms, provisions, and clauses, as well as Dept. of Labor construction wage rates, Specifications, Drawings, Site Visit Map, and two forms that will be part of an Offeror's technical proposal.
