Description
Purchase Description Brand Name Only Justification This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101(a)(2) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole‐source procurement contract, and is not a request for competitive proposals. The statutory authority for this sole‐source procurement is FAR Subpart 6.302‐1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Army Contracting Command - Aberdeen Proving Ground (ACC‐APG), Tenant Division, 6001 Combat Drive, Aberdeen Proving Ground, MD 21005, intends to award a sole‐source, firm‐fixed price contract to Wolf Composite Solutions located at 3991 Fondorf Drive, Columbus, OH 43228 to provide one (1) National Highway Traffic Safety Administration (NHTSA) approved Strikeable Surrogate Vehicle (SSV) Autonomous/Automatic Emergency Braking (AEB) Target System and one (1) NHTSA approved Towable Track System in accordance with the attached specifications for the US Army Aberdeen Test Center (ATC). The target was specially designed, by NHTSA engineers, to mimic the rear of a commercial passenger car. It is modelled on a 2011 Ford Fiesta. From the rear, the SSV both visually and dimensionally presents an accurate representation of a commercial light vehicle. The carbon fiber construction provides a stiffness that ensures a consistent presence, is light weight (less mass means less severe impact, and therefore damage, to the test vehicle and the surrogate target vehicle), is durable and, importantly, returns a Radar Cross Section (RCS) representative of a real world vehicle (from the rear). Wolf Composite Solutions is the manufacturer and owns all proprietary data related to the target system. No other system meets ATC's required capabilities and NHTSA approval without unacceptable delays in fulfilling the requirement and/or substantial developmental costs to the Government. This notice of intent is not a request for competitive quotes. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
