Attachment 3 - Contract Terms and Conditions to Implement Statutes or Executive Orders Attachment 2 - Contract Terms and Conditions Attachment 1 - Offeror Representations and Certifications Combined Solicitation and Synopsis Full Text Requirement Description The members of the DoD Libraries (not including USAF library) require a comprehensive online language learning system that is accessible at all times online through a web browser. The supplier's product must provide users access to a robust library of engaging and interactive language-learning environments. The product must be designed with beginner to intermediate level learners in mind. The DoD Library (not including USAF library) requires an online language learning system that will build and maintain the skills of listening, speaking, reading and writing, as well as gain general background knowledge of a language and its culture. A Firm Fixed Price (FFP) purchase order is anticipated. This is anticipated to be a perpetual access purchase. Offerors shall clearly state any hosting fees (if applicable). Product Characteristics - Provides a public-facing web-based providing extensive reference information, vocabulary building, relevant culture learning and guidance for learning languages (including English) - Users must be able to access content via the Internet using created user accounts from computers located within base library facilities The following questions were provided on previous solicitations and during Market Research. They are provided below to assist in understanding the requirement: Q1: What is the potential volume of licenses that the DoD Libraries (not including USAF Library) needed? A1: Unlimited Q2: What type of online language learning system is needed? i.e. Self-study (eLearning), with tutoring (asynchronous) and coaching (synchronous). A2: Self-study Q3: Can DoD Libraries (not including USAF library) specify which languages are most desired? A3: German, Italian, Spanish, Farsi, Arabic, African Languages, Japanese, Korean. Immersion is not a strict requirement, but more than greetings and reading a menu is needed. Q4: What kind of format is expected to present our prices? A4: There is no specific format needed to present pricing. As long as the pricing is clear and understandable the Government will accept the document. Q5: Is this solicitation for the development of a new language software or the purchase of an existing software? A5: This solicitation is for the purchase of an existing software. Q6: Can companies outside of the United States respond to this solicitation? A6: Yes Q7: Does an offeror need to attend any meetings with the DoD library? A7: No meetings are required. Q8: Can the requirements be provided from an overseas location? A8: Yes, the requirement is web-based. Q9: Can the proposals be submitted via email? A9: Yes, email is the preferred method for submission. Q10: Is the DoD Libraries (not including USAF library) seeking a solution that is only accessible from computers on base libraries or does the DoD also desire mobile capabilities so users can learn a foreign language anywhere? A10: We are seeking a solution that will be made accessible from the Navy Digital Library (NDL), Army Knowledge Online (AKO), the USMC Catalog Page (http://library.usmc-mccs.org), and Military OneSource. Access should be obtainable from computers and mobile devises. Q11: Is the DoD Library (not including USAF library) only seeking a solution that is priced with a flat fee for unlimited use or will the DoD entertain a solution that is priced with tiered levels of monthly consumption and invoiced after monthly reconciliation? A11: The DoD is seeking a solution that is priced as a flat fee for unlimited use. Q12: Will the solution be accessible to all DoD personnel (not including AF personnel), including reservists, civilians, visiting foreign nationals and dependents? A12: Yes.
