Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT. IT IS NOT A SOLICITATION, NOR DOES IT GUARANTEE A SOLICITATION WILL BE ISSUED. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted in response to this Sources Sought Announcement is strictly voluntary. The Government will neither award a contract solely based on this notice, nor pay for any information submitted by respondents. This notice is a request by the Government to collect information from interested vendors for the purpose of market research. Failing to provide a response to this announcement will not prohibit/exclude an interested vendor from participating in a future solicitation. Background: The Northeast Fisheries Science Center's Cooperative Research Branch (CRB) has developed a software system that satisfies Vessel Trip Reporting requirements for many Northeast commercial fisheries, and is certified by the Greater Atlantic Regional Fisheries Office (GARFO) for electronic Vessel Trip Reports (eVTR). The Fisheries Logbook and Data Recording Software (FLDRS) has been tested across a variety of NE fisheries and accounted for more than 6,000 eVTR trips per year in 2014 and 2015, which is over 90% of all eVTRs received. Recent incorporation of wireless Temperature-Depth (TD) probes and data visualization tools for fishermen has dramatically increased interest in electronic reporting. The bottom temperature and depth data associated with catch information is a unique source data that aids in understanding species and fleet reactions to oceanographic dynamics. Recent work with fishermen interested in the influences of bottom temperature on species composition has been demonstrated to improve collaboration and the use of electronic reporting. Developments in the FLDRS system and especially capabilities beyond sub-trip reporting have not been extensively described to fishermen participating in Gulf of Maine fisheries during the past several years. Use of the FLDRS software package and additional data tools will be expanded in these fisheries with support between organizations that work with fishermen and the Cooperative Research Branch. This expanded use will include sub-trip eVTR reporting, integration of GPS and TD data, encouragement for haul-by-haul reporting that can contribute to fine-scale studies, and the development and testing of WiFi hubs and data transfer protocols to facilitate data transmission. The Government is seeking contractors to work with a target of 20 commercial vessels in Gulf of Maine fisheries, including trawl, gillnet, and longline fisheries. The project will focus on New England-based sector vessels that have been using FLDRS for eVTR reporting through previous collaborations with the NEFSC Data Management Services Division or other groups. The contractor(s) will work to increase GPS use to facilitate advances in data collection and to increase the testing and use of new temperature - depth and inclinometer probes. Gillnet and longline vessels will focus on expanding GPS and TD integration for sub-trip reporting. The consistency of sub-trip spatial reporting practices for various fixed gear operations (gillnet vs longline) will be assessed through discussions with sector managers and industry participants. Trawl vessels will focus on integrating GPS data collection, and will be encouraged to report haul by haul data. The contractor(s) will also develop 2 dockside WiFi hubs in key ports with sector input, provide for 1 year of paid wireless service for each hub, and assist the NEFSC in testing the expanded use of automated Wi-Fi data transmission software. Deliverables shall include: Written meeting minutes for all meetings to the NEFSC Cooperative Research Branch, distribute them to attendees, and to others upon request. Contact information for participating vessels on a continuing basis as vessels sign up for software training. Monthly reports to the Cooperative Research Branch detailing activities with participating vessels, and a financial report of invoiced expenditures during the reporting period. Notice to the project sponsor via e-mail of all urgent issues. Issue notification will include a description of the issue, time constraints, possible impacts, and resolutions if proposed. Information on the location of functioning WiFi hubs and the vessels utilizing each hub. Special Qualifications Contractors shall have demonstrated experience working with fishing industry participants across a variety of fisheries, and these organizations have a history of contacts in the necessary industries. Contractors shall also have in-depth knowledge of fishing regulatory and reporting requirements, skilled technicians available to provide computer technology support, and develop detailed outreach meetings in order to support the project. Proposed Period of Performance: 12 months from date of award Place of Performance: Performance will be at the contractor's location, and fishing ports where participating vessels are located. Major ports for this activity are located in Cape Cod, MA, New Bedford, MA, Boston, MA, Gloucester, MA, Portsmouth, NH, Portland, ME, and the Downeast, ME area. Government-Furnished Property (GFP): There will no GFP that will be provided to the contractor for use during the performance of the contract. The North American Industry Classification Code (NAICS) is 541712 with a size standard of 1000 employees. Interested vendors are requested to provide the following information in response to this Sources Sought Announcement: 1) A statement that you believe your firm has the capability to meet all above stated requirements. 2) Your firm's DUNS number & CAGE code; 3) Your firm's SBA certified small business concern status. Specifically identify if your firm is HUBZone-certified, Service Disabled Veteran Owned, or in the SBA's 8(a) program, etc. If your firm is not small, please state that it is a large business. 4) A brief description of your firm's past experience (within past 3 years) performing similar services. The information provided in response to this announcement is limited to five pages or less. All information shall be provided free of charge to the Government. The Government will not return any data provided in response to this announcement. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations.
