- Solicitation Attachment #4 - DOL Wage Rate Determination Solicitation Attachment #3 - Construction Cost Estimate Solicitation Attachment #2 - Drawings for CSC-16778 (BLDG 9) Solicitation Attachment #1 - Drawings for CSC-16749 (BLDG 17) Solicitation File SP4702-17-R-0032 The Defense Logistics Agency, Defense Supply Center/DLA Land and Maritime, Columbus Ohio has a requirement to perform repair to the heating systems in buildings 9 and 17. This procurement is issued as a 100% Small Business Set Aside. The magnitude of construction or this project is between $1,000,000.00 and $5,000,000.00. The award will be a firm fixed contract. Award will be based on the lowest evaluated price of the technically acceptable proposal meeting all of the solicitation requirements from responsible offerors with acceptable past performance. There will be one single award made for the solicitation. Award may be made without discussions. The following summary is for the purpose of general information and is not intended to include or describe every feature or item or to define the scope of work. It is REQUIRED that prospective contractors will attend the site visit and thoroughly familiarize themselves with the project prior to submitting a proposal. In addition, the complete solicitation, statement of work, and drawings are attached to this notice and should be reviewed thoroughly. Description - The contractor shall furnish all plant, labor, material, supplies, equipment, tools, delivery, disposal and supervision necessary to perform repair to the heating systems in buildings 9 and 17 located at the Defense Supply Center, Columbus, Ohio. All work shall be performed in strict accordance with the specifications for projects CSC-16749 and CSC-16778, and contract drawings 4-569 (10 sheets) and 4-574 (14 sheets) subject to the terms and conditions of the solicitation (See Solicitation Attachments #1 and #2). MANDATORY CONTRACTOR QUALIFICATIONS: This project requires the use of specialized skills and equipment. Contractors submitting offers for this project shall have not less than a minimum of three (3) years of work experience in having satisfactorily performed work of the types required by this project. In addition, the contractor must document that the prime contractor submitting the proposal is currently licensed to install plumbing systems within the State of Ohio. All contractors shall submit the following with their bid: written qualifications, work experience, and references for projects satisfactorily completed within the last three (3) years, demonstrating the contractor is qualified and experienced to perform the specified work. The written qualifications statement shall be certified and signed by the principle of the contracting firm. See sections L and M of the solicitation for complete information regarding offer submission requirements and offer evaluation criteria. PERIOD OF PERFORMANCE: All work associated with the performance of this project ms be completed within 180 calendar days after receipt of the Notice to Proceed. The solicitation will close at 1:00 PM (Eastern) on 5 September 2017. SITE VISIT: THE CLAUSES AT FAR 52.236-2, DIFFERING SITE CONDITIONS, AND FAR 52.236-3, SITE INVESTIGATIONS AND CONDITIONS AFFECTING THE WORK, WILL BE INCLUDED IN ANY CONTRACT AWARDED AS A RESULT OF THIS SOLICITATION. A ONE-TIME SITE VISIT WILL BE SCHEDULED FOR ALL PROSPECTIVE OFFERERS. ATTENDANCE AT THE SITE VISIT IS A MANDATORY REQUIREMENT EACH OFFERER SHALL HAVE A REPRESENTATIVE AT THE SITE VISIT. PROPOSALS RECEIVED FROM ANY CONTRACTOR THAT DID NOT ATTEND THE SITE VISIT WILL NOT BE EVALUATED FOR AWARD. The site visit for this project is scheduled for 30 August 2017 at 10:00 AM local time at Building 308. Access to the Defense Supply Center/DLA Land and Maritime, Columbus, Ohio is restricted. All individuals wishing to attend the site visit will be required to request access no later than 24 hours prior to the site visit. Those individuals wishing to attend must provide their name and corporate affiliation to the contracting officer by e-mail at Anthony.gerardi@dla.mil. Individuals will need to enter the Center through the Visitor Processing Center and a valid federal or state issued photo identification will be required. QUESTIONS AND ANSWERS: All questions shall be submitted via e-mail, and must be submitted no later than 5 September 2017.
