- The Department of Homeland Security (DHS) United States Coast Guard (USCG), intends to issue a sole source, Firm-Fixed Price (FFP) Purchase Order (PO) under the authority of FAR 13.106-1(b)(1)(i). The Government intends to award to D2000 Safety, Inc. located at 3489 W. 15th St. Eugene, OR 97402-3152 for the purpose of obtaining professional and management development training for Confined Space Entry and Rescue Training courses. The National Strike Force Strike Teams (NSFSTs) requires education and training services for confined space entry and rescue training being that NSFST personnel may be required to enter into hazardous operational environments and is required that NSFSTs personnel maintain the capabilities needed to enter and conduct operations in confined spaces. Additionally, NSFST personnel are required to have personnel trained to perform confined space rescue operations in cases of emergency. The USCG intends to award this requirement as a sole source to a small business D2000 Safety, Inc. as this professional development training (Confined Space Entry and Rescue Training) has been solicited to small businesses through 00CORP, a Professional Services Schedule in General Services Administration (GSA), with no response from contractors. Awarding to other contractors in this case would cause significant and unacceptable delays in fulfilling the agency's requirements and substantial duplication of cost to the Government that is not expected to be recovered through competition. This notice of intent is not a request for competitive proposals. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. The anticipated date of award is 01 September 2017. The period performance for this contract is 45 days from the date of award with three (3) 45-day option periods. A determination by the Government not to compete this requirement, based on responses to this notice, is solely within the discretion of the Government.
