- Performance Work Statement This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95 (13 January 2017). This requirement is under the associated North American Industry Classification System (NAICS) Code 811219, Other Electronic and Precision Equipment Repair and the Small Business Size Standard $20.5M. The Government contemplates award of a Firm-Fixed Price. Contractor shall provide a price to perform the requirements of the attached Performance Work Statement (PWS) using the attached price schedule. This is a request for quotation (RFQ). SUBMISSION PROCEDURES: All questions regarding this solicitation must be submitted to the Contract Specialist via email no later than 12:00 p.m. Eastern Time, 25 August 2017, to christopher.m.neville2.civ@mail.mil. The technical evaluation will be a determination based on information furnished by the vendor in the submitted proposals. The Government is not responsible for locating or securing any information which is not identified in the offer. The Government reserves the right to make an award without discussions. Technical information shall address at a minimum: TECHNICAL REQUIREMENTS- Assessment for ICP-MS M&R 1. Repair times: REQUIRED: After initial contact by ATC TPOC (analyst) to contractor for repair, the contractor service engineer has 3 business days to make a site visit to diagnose instrument problem/s and present a solution to the ATC TPOC. If parts are needed, the parts and repair shall be completed within 7 working days after the initial site visit. Once repairs are made, the TPOC will analyze lab samples to ensure data is reliable. This repair time is critical to ATC sample holding times and will be strictly adhered to. 2. Certified Perkin Elmer trained field service specialist with at least 5 years of experience servicing the ELAN 9000 and all of its components and software. Training must be current: REQUIRED: ELAN 9000 training certificates of any and all personnel who will be servicing the ATC ELAN 9000 and its components will be provided to the contracting officer prior to contract award. The ATC TPOC will have 5 days to confirm the accuracy of the certificates prior to contract award. 3. Contract will include all parts and services for one year-no extra charges and no monetary caps. REQUIRED: All parts (OEM) for the ELAN 9000, auto-sampler and chiller including but not limited to turbo pump, LVDC power supply, interface pumps, PA tube, detector, electronic boards and all other parts to repair the ELAN 9000, its chiller and auto-sampler. 4. Technical Support: REQUIRED: Contract includes unlimited number of on-site service visits and included in the Firm Fixed Price all associated labor, per diem, mileage, and other travel related expenses incurred by the service representative. REQUIRED: Unlimited technical support (including unlimited phone support to hardware, software, and instrument trouble shooting. REQUIRED: Provide upgrades and service to proprietary software for Elan 9000. REQUIRED: One preventative maintenance (PM) visit per contract year for the equipment listed in the Performance Work Statement (PWS). See PWS for PM services to be covered under this contract. 5. Installation REQUIRED: One-time installation of two in-line power conditioners. Units on site. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer). If you have complaints about this procurement, it is preferable that you first attempt to resolve those concerns with the responsible Contracting Officer. However, you can also protest to Headquarters, AMC. The HQ, AMC-Level Protest Program is intended to encourage interested parties to seek resolution of their concerns within AMC as an Alternative Dispute Resolution forum, rather than filing a protest with the General Accounting Office (GAO) or other external forum. Contract award or performance is suspended during the protest to the same extent, and within the same time periods, as if filed at the GAO. The AMC protest decision goal is to resolve protests within 20 working days from filing. To be timely, protests must be filed within the periods specified in FAR 33.103.
