- PUBLIC ANNOUNCEMENT OF INTENT TO AWARD ON A SOLE SOURCE BASIS TO AMERICAN UNIVERSITY. The Federal Railroad Administration (FRA), Washington, DC, intends to award a Sole Source, Firm-Fixed Price (FFP) Contract to American University (AU), for seven certificate courses to provide leadership training to FRA employees. The value of this contract is expected to be $169,074.29. This sole source requirement meets the conditions of FAR 13.106-1(b)(1), only one responsible source has been identified as reasonably available to provide the supplies that will satisfy the agency requirements. The courses are in conjunction with a partnership between the DOT and American University, which enables uniformity in the delivery of the courses across several DOT modes as well as volume discounts. Owing to this partnership, only American University would be able to offer the courses to the FRA. This Notice of Intent is not a request for proposals or quotations. No solicitation documentation exists and no telephone inquiries will be accepted. No contract award will be made on the basis of proposals or quotations received in response to this notice. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government does not intend to pay for any information provided under this notice. If any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. Interested parties with the capability of meeting the proposed requirements are requested to provide an E-mail to the FRA point of contact, Richard Lee Anderson, ( lee.anderson@dot.gov ) no later than 2:00 p.m. EST Tuesday, August 22, 2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
