- Special Notice Optical Coherence Tomography (OCT) System This is not a solicitation. This is a notification of an intent to award a single source procurement under NAICS code 339115. The Program Contract Activity Center in Independence, OH intends to make a sole source award to L1 Enterprises, LLC. This procurement will obtain an Optical Coherence Tomography (OCT) System that is used for various research studies in progress at the VAPSHCS MIRECC. MIRECC research of PTSD and comorbidities necessitates acquisition of an FDA-approved optical coherence tomography system capable of bedside-to-bench translational research applications in mouse retina, PTSD and co-morbid Traumatic brain injury outcomes are closely linked with demonstrated casual relationships. The Congressional mandate of the MIRECC to investigate these injuries and their potential treatments requires the use of non-invasive measures to monitor long-term injury trajectories in neural tissues and their cell populations in ways that are inexpensive, analytically robust, clinically accepted, and reciprocally informative between clinic and animal research models. One of the most common and robustly injured parts of the central nervous system following TBI is optic system injury which results in retinal, optic nerve, visual tracking and processing changes. This MIRECC requires a state-of-the-art cSLO-HRA-OCT ophthalmoscope to non-invasively monitor the changes in retinal tissue, its cells, vasculature and optic nerve head and correlate them with IRB-approved neuroimaging, blood & CSF fluid biomarkers and neuropsychological longitudinal research. To accomplish MIRECC s goals, the diagnostic OCT system will acquire the high-resolution neuroanatomical and vascular detail/resolution with advanced analysis of obtained data to support longitudinal studies. The unit also uses FDA-approved angiography modules to detect and quantify fluorescein and GFP fluorescence to supply critical application in analysis of transitional neuroscience. This feature, called FAF, must have been demonstrated in published peer-reviewed scientific journals using mouse models of GFP-expressing microglia to monitor and inform trends and outcomes in retinal and optic nerve neurodegeneration. Additionally, the unit must feature the key ability to differentially detect and resolve wide portions of the naturally occurring blue spectra to identify and analyze retinal structures This procurement is being conducted in accordance with procedures in FAR subpart 13.5 under the authority for other than full and open competition FAR 13.106-1(b)(2) soliciting from a single source. If vendors believe they have the technical capability to meet this need, submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirement. Vendors who are not registered in System For Award Management (SAM) database prior to award will not be considered. Vendors may register with SAM by going on via the web to https://www.sam.gov. Responses must be received within five (5) days of this notice by 9:00 a.m., Eastern Standard Time. Responses should be submitted electronically to jacquelyn.wise@va.gov and Heidi.gallaher@va.gov. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received by the response date stated above. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
