- This is a notice of intent to issue an award on the basis of other than full and open competition in accordance with the Federal Acquisition Regulation (FAR) 6.302-1 only one responsible source and no other supplies of services will satisfy agency requirements. The US Army Medical Research Acquisition Activity (USAMRAA) The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to issue a single source award to Northeastern University, 360 Huntington Ave, Boston, MA 02115. The total award amount is estimated to be $134,000.00. The requirement is to provide technical expertise and support services necessary to perform traumatic stress-related neuroanatomy research in support of the Behavioral Biology Branch, Center for Military Psychiatry and Neuroscience, WRAIR., The contractor shall provide support to conduct neuroanatomy research experiments to meet the goals of processing research data files, analyzing research data, and preparing manuscripts, technical expertise to collect and analyze data and also the technical expertise to evaluate dendritic spine changes associated with a traumatic stress event in a preclinical model. OBJECTIVES/TASKS: Objective 1 To provide scientific and technical services, along with the necessary supplies for the development, validation, and application of assays to evaluate dendritic spine morphology in brain tissue after traumatic stress exposure. The Contractor shall plan and resource research experiments related to characterizing neuronal dendritic spine morphology in several brain regions (i.e., amygdala, prefrontal cortex, hippocampus) in tissue samples provided by WRAIR following traumatic stress exposure in rats. The contractor shall provide results to WRAIR of research tests on the dendritic spine morphology associated with traumatic stress response in 24 rat brains (12 brains per year for two years. Rat brain tissue will be sent by WRAIR to the Contractor on cold packs via a commercial shipment. The contractor shall conduct the following procedures: dye loading, microscopy, imaging, and quantification/ descriptive study of neuroanatomical markers such as dendritic spines. The contractor shall perform all services systematically and shall identify sample tissues by study ID numbers provided by the Contracting Officer Representative (COR). The Contractor shall proficiently manage receipt and maintain cold chain custody of all tissue samples. Objective 2 To provide scientific and technical support for the analysis, interpretation, and dissemination of assay results. The Contractor shall advise on the use of appropriate statistical and other analyses on collected data. The Contractor shall prepare and provide an analysis report to WRAIR upon completion of each sample analyzed. The Contractor shall participate in publishing results in the scientific literature. Contractor shall provide their contributions data and text integration to WRAIR of the facets of the study completed at their site. This is not a formal solicitation or request for quote. This synopsis of intent is to give notice of the Government's intent to make a sole source award. Contractors who can provide USAMRAA with the required services are invited to electronically submit an affirmative, written response indicating a bona fide ability to meet this specific requirement. Responses should appear on company letterhead and include, at minimum, affirmation of active registration in the System for Award Management (SAM), your Data Universal qualifications, and any applicable pricing data or information. All responses should include a point of contact, telephone number, and electronic mail address. Additionally, respondents should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone, service disabled veteran-owned small business, or qualify as socially or economically disadvantaged and whether they are U.S. or foreign owned. Responses to this notice will be used to determine the availability of this type of service. All responsible sources may respond to this synopsis and all responses will be considered by the agency. Responses should be furnished electronically to flodean.p.billings.civ@mail.mil no later than 9:00AM Eastern Standard Time, 31 August 2017.
