Description
National Cancer Institute (NCI), Division of Cancer Control and Population Sciences(DCCPS), Data Analytics Branch(DAB), Surveillance Research Program (SRP) plans to procure on a sole source basis services to apply the RARECARE definition to SEER data and accordingly estimate the rare cancers burden and trends from Fondazione IRCCS Istituto Dei Tumori, Campus Cascina Rosa, Via Vanzeti 5, 20133 Milano Italy. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 541690 and the business size standard is $15.0 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance is twelve (12) months from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. The main objective of this study is to apply the RARECARE definition in the SEER data and accordingly estimate the rare cancers burden and trends. The specific aims of this project are: a) Implementation in SEER*Stat the necessary codes to define and analyze all the 198 cancer entities defined in the RARECAREnet; b) Estimation of cancer statistics (incidence, incidence and prevalence and trends) for the list of cancer sites using the SEER*Stat software; c) Comparison of the burden of rare cancer in SEER and in Europe. This project shall provide the first detailed and systematic picture of rare cancer burden in the US, based on an internationally recognized definition. The results shall also allow the SRP to identify possible differences between Europe and the SEER cancer statistics on rare cancers. The Surveillance Research Program receives requests of cancer statistics for rare cancers. The coding of the rare cancer definitions shall be made available to SEER*Stat users and shall allow for more immediate responses on cancer statistics queries about rare cancer sites. This project shall likely facilitate more research on rare cancers. The Istituto Nazionale dei Tumori has the researchers, expertise and tools to provide the definitions, anthologies and developed codes of 198 rare cancer sites required to produce incidence, survival, and prevalence for the SEER data required in this project. Being the lead in both the RARECARE and EURACAN the Istituto Nazionale dei Tumori has the expertise in the codes, definitions and epidemiology of rare cancer sites, essential to conduct the research in this contract. Any efforts to identify the required skills and expertise through outside sources would pose additional costs to the government and delays in the project. Therefore, in the best interest of the government, this contract should be awarded to The Istituto Nazionale dei Tumori (INT). Contract requirements The Contractor shall perform the following tasks: Task 1: Program SEER*Stat with the necessary codes to enable it define and analyze all the 198 cancer entities defined in the RARECAREnet [3]. Task 2: Estimate incidence, survival and limited duration prevalence (years to be determined), for the 198 rare cancers of the list. Estimate corresponding time trends in incidence and survival, from the year 2000 to cases diagnosed through 2013. Estimate corresponding time trends in incidence and survival, for the years of the European project. Compare estimates with European estimates. Task 3: Provide a draft of the manuscript providing a systematic comparison of rare cancer burden in the US and Europe and identifying possible incidence and survival differences between Europe and the US data. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11:00 AM EST, on August 22, 2017. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
