Description
UPDATE 16 August 2017: Solicitation extended to 17 August 2017. This is a synopsis for non-commercial items prepared in accordance with the format in FAR 13 as supplemented with additional information included in this notice. Incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular. This requirement is being announced as a sole source requirement under North American Industrial Classification System (NAICS) Code 541330, Size Standard $15M as concurred by the NUWCDIVNPT Office for Small Business Program. The Naval Undersea Warfare Center, Division Newport, RI (NUWCDIVNPT) intends to award a Firm-Fixed-Price (FFP) contract on a Sole Source basis to APPLIED PHYSICAL SCIENCES (APS), Groton, CT to (1) Modify the Net Avoidance System (NAS) for integration on the NAVO REMUS 600 UUV; (2) Develop and test the Net Avoidance Processor (NAP) integrated with an Imagenex, Delta-T 837-A Sonar on a NAVO REMUS 600 UUV; and (3) Refine the NAP Detection, Classification and Localization (DCL) algorithms using the at-sea from NAVO REMUS 600 in-water testing. APS is the sole designer and developer of the NAS and is the only known vendor capable of modifying the NAP software and hardware incorporated into the NAS for operation with the NAVO REMUS 600 AUV. Furthermore, APS has the editable source code and hardware design information to support the continued modification of the NAS integrated with the NAVO REMUS 600 UUV. The period of performance is for one year. F.O.B. Destination Naval Station Newport, Newport, RI. The anticipated release date of RFP #: N66604-17-R-2628 is expected to be on or about 26 June 2017. Additional details will be released upon issuance of the Request for Quote. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
