- Description
- The Coast Guard Civil Engineering Unit in Oakland CA announces the pre-solicitation to Replace Bldg. 01, HVAC system at Station Humboldt Bay. This notice is posted in accordance with FAR Part 5.203 and FAR Part 36.213-2. The project requires the Contractor to provide all management, labor, tools, equipment, transportation, materials, expertise, and supervision necessary to perform the work in accordance the specifications and drawings which will be included with the solicitation package. The effort will consist of the following: (1) Demolish existing heating and ventilation air handling units (H&V-1, H&V-2) along with associated distribution ductwork, hydronic piping, power, and controls. Patch and repair windows, walls, floors, and ceilings upon removal of duct, pipe, or conduit penetrations. Install insect screen at operable windows on the basement level, first floor, second floor, and loft level. Install a new ceiling concealed fan-coil with ventilation air and hydronic heating for interior spaces. Modify distribution ductwork. Install new low profile intake air louver at low roof above Waiting Room and provide ducted ventilation air to the new fan-coil unit. Install power from existing electrical distribution panel to new fan-coil. Modify hydronic heating water distribution piping loops. Reconfigure temperature sensors for hydronic heating loop circulator pumps. (2) Extend heating water loop and install baseboard heaters in loft level berthing rooms. (3) Insulate walls, ceilings, and attics at the Loft level of Building 1. The magnitude of construction is between $250,000 and $500,000. The place of performance for this project is located at Station Humboldt Bay, Samoa, Ca. The contract for this project will be awarded using procedures in FAR 15 - Contracting by Negotiations (no public bid opening). The Construction period will be 100 days from notice to proceed. Hard copies of the solicitation will not be provided; the entire solicitation, including the specifications and drawings, will be made available only on the Federal Business Opportunities (FedBizOpps) Web Site at http://www.fedbizopps.gov/. Potential offerors are responsible for monitoring this site for amendments to this synopsis and any other pertinent information and for downloading their own copy of the solicitation package and drawings. The solicitation date is approximately 31 August 2017. The solicitation will be a Request for Proposal (RFP) for a firm-fixed price contract. Award will be based on Lowest Priced Technically Acceptable. The solicitation will state the exact terms for the award decision. The Government intends to execute a 100% Small Business set-aside based on market research indicating the expectation of two or more offers from small business concerns. The NAICS code for this requirement is 238220 with a size standard of $15M. Potential offerors MUST register at http://www.fedbizopps.gov/ in order to receive notification and /or changes to the solicitation. All contractors MUST be registered in the System for Award Management (SAM) database or their proposal will not be considered. Contractors can obtain further information on SAM registration at web site https://www.sam.gov/portal/public/SAM/#1. The Davis Bacon Act (40 U.S.C. 3141 et seq.) applies to this solicitation. Check the http://www/wdol.gov for current wage determination information from the Department of Labor. NOTICE TO OFFERORS: FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS SOLICITATION. NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE AVAILABLE. ALL PROPOSALS MUST REMAIN IN EFFECT FOR 120 DAYS AFTER THE CLOSING DATE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION, EITHER BEFORE OR AFTER THE CLOSING DATE FOR THE RECEIPT OF PROPOSALS. IN THE EVENT THE GOVERNMENT CANCELS THIS SOLICITATION, THE GOVERNMENT HAS NO OBLIGATION TO REIMBURSE AN OFFEROR FOR ANY COSTS.
