- Redacted J&A 17-0242 The Naval Air Systems Command (NAVAIR), Patuxent River, MD has awarded on a sole source basis a modification to Delivery Order 0051 under Basic Ordering Agreement (BOA) N00019-12-G-0008 with Insitu Inc., 118 E. Columbia River Way, Bingen WA, for the procurement of two (2) avionics modules, in addition to quality assurance representative support to perform acceptance tests of UAS. Delivery Order 0051 was initially awarded on 01 October 2016 for the procurement of a configuration update to the Early Operational Capability (EOC) 1 and 2 systems to the current Low Rate Initial Production (LRIP) configuration with options to procure attrition air vehicles. The total value of the contract action is $131,119.16 and will be funded with Procurement Marine Corp (PMC) funds. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of title 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy the requirements." Insitu, Inc. is the sole designer, developer and manufacturer of the RQ-21A Blackjack UAS, as well as the sole integrator of the avionics system and, as such, is the only known source available with the requisite technical knowledge, experience and tooling to perform the efforts described herein to satisfy the Government's requirement.
