- Request for Information – Use of Contract Labor for CLICK2GO Operations Request for Information - Use of Contract Labor for CLICK2GO Operations This is not a Request for Proposal. Responses to this sources sought/request for information notice will be used for market research informational purposes only. The purpose of this notice is to solicit industry interest and input in performing some duties associated with the Defense Commissary Agency's CLICK2GO program. The Defense Commissary Agency (DeCA) operates a worldwide chain of 238 commissaries providing groceries to military personnel, retirees and their families in a safe and secure shopping environment. CLICK2GO is the DeCA's online shopping and curbside pickup program pilot. The program was established in 2013 and is currently available at three pilot locations - Fort Lee, Offutt AFB, and Travis AFB. DeCA is expected to announce a timeline for expanding CLICK2GO in the near future, but specifics on the new locations have not been released yet. The concept of this proposed plan would be as follows: Contract labor would perform the activities associated with picking and preparing a customer's order for pickup. These activities would include, but are not limited to pulling items from the shelf (necessitating familiarity with the store's layout and stock assortment); packing, labeling/segregating (chill, dry, and frozen) items; and staging orders. Currently at the 3 pilot stores, this requires a level of effort equal to 3 Full Time Equivalents (FTE) per store. DeCA will provide all equipment (carts, hand held terminals, refrigeration units, etc.) needed to perform these tasks. Additionally, should the agency choose to offer home delivery in the future, the contractor would perform this service. The contractor would provide the vehicle(s) as well as any equipment necessary to maintain recommend temperature for frozen and chill items during delivery. The contractor would operate under a service contract with either a firm fixed price or per order charge. DeCA would collect a service fee from the customer to offset contractor costs. Prior to pursuing any such business plan with a commercial source, DeCA is interested in determining whether there is adequate interest and experience in such an option from industry contractors. If so, for who? •· What are the geographic locations where you currently perform curbside service? •· What is the average volume of orders that you process weekly per location? •· What geographic locations do you believe you are capable of providing curbside that you currently do not serve? •· If the contractor is currently providing curbside order fulfillment service, what is the current fee? •· Is the contractor currently providing home delivery services? If so, for whom? •· If the contractor is currently providing home delivery service, what is the current fee? •· What are the geographic locations where you currently perform home delivery service? •· If you have a mileage limit for delivery, what is the mileage limitation? What geographic locations do you believe you are capable of providing home delivery that you currently do not serve?
