Description
Draft Solicitation with Exhibits THIS IS A REQUEST FOR INFORMATIONA AND SOURCES SOUGHT ANNOUNCEMENT. THIS IS NOT A SOLICITATION FOR PROPOSALS/QUOTES/BIDS AND NO CONTRACT ACTION SHALL BE AWARDED FROM THIS ANNOUNCEMENT. The type of solicitation issued will depend on the responses to this request for information. No reimbursement will be made for any cost associated with providing the information in responses to this request or any follow up request. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of the various members of the Small Business Community to include Minorities, 8(a), Historically Underutilized Business Zones (HubZone), Service-Disabled Veteran Owned (SDVOSB), and Woman Owned Small Business (WOSB) to compete and perform an IDIQ Firm Fixed Price Contract. The North American Industrial Classification System code applicable to this future acquisition is 115310. Forestry Support Activities with a small business size of $7.5 million. The Product Code will be F0001 Aerial Fertilization/SprayingServices The Rocky Mountain Regional Office is gathering information to be used in contract planning for future projects on invasive weed treatment through the use of Aerial Spraying via helicopter or plane. The information provided by interested parties will be used to evaluate type of solicitation to be issued that would best meet the need of the US Forest Service. Interested parties are invited to provide comments and suggestions on how to achieve end results along with best commercial practices for the following requirement. The location of work would take place on the Medicine Bow Routt National Forest and Thunder Basin National Grasslands, located in the States of Colorado and Wyoming. Scope of Work This statement of work consists of treating noxious weeds, and providing treatment data, including GPS/GIS data. The contractor shall provide any and all labor, equipment, supplies, services, permits, licensing, supervision, workman's compensation, unemployment insurance, and transportation to accomplish weed treatment and inventory. Supply of water may or may not be available in the local area of work, if not; the contractor will be required to furnish water. Individual task orders will also direct contractors to treat certain geographic areas and features such as burn piles, landings, meadows, uplands etc. These features could change year to year and differ on individual task orders depending on needs. This statement of work consists of completing tasks in accordance with C.12 Performance Work Statement, and the performance requirements summary in C.14. Services covered under this Performance Work Statement and contract are to be performed in accordance with the dates identified in the task order. Work shall commence when target plants are actively growing and weather conditions make them most susceptible to herbicide effects as per the manufacturers' recommendations. Individual task order(s) will identify specific start work and completion dates. Work generally begins on or around May 1st of each year and ends at the end of the growing season or October 31 of any given year unless a longer period of performance is issued with an individual task order.
