- INTENT TO SOLE SOURCE The VA Pittsburgh Healthcare System intends to negotiate on a sole source basis with ATRICURE INC, 6033 SCHUMACHER PARK DRIVE, WEST CHESTER, OH 45069 to provide 3cm EPi-Senser Guided 6130 Device Kit in accordance with FAR 13.106-1. ATRICURE INC is the only manufacturer and distributor of the 3cm EPi-Senser Guided 6130 Device Kit. This Notice of Intent is NOT a request for competitive proposals. Parties may identify their interest; accompanied by supporting literature, to the Contracting Officer no later than AUGUST 18TH, 2017 at 4:00 p.m. est. ALL Responses should be sent to Amanda.Saunders@va.gov. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer. The NAICS Code for this procurement is 339112. Contracting Office Address: Attn: Amanda Saunders, Department of Veterans Affairs Network Contracting Office 4, 1010 Delafield Road Pittsburgh, Pennsylvania 15215-1802 Statement of Need SUPPLIES The intention of the VA Medical Center is to purchase disposables from Atricure Inc. Atricure Inc. has been chosen because it is the only vendor who currently produces this technology and has the capabilities desired. It is estimated that the VA will utilize this technology 3 times per month. Atricure Inc. will supply an Ablation and sensing unit, also known as the hand switch, and they will supply an ASU switch matrix, also known as the foot switch. Surgical ablation is when either heat or cold is used to create precise lesions. AtriCure is different from any other device manufactured due to their patented transpolar bipolar technology. This system is currently the preferred Ablation unit requested by the Chief of Cardiac Surgery. The estimated timeframe requested for this sensing unit and switch matrix is 90 days. However, if it is determined after 90 days of usage by Cardiac Surgery that the patient population does not warrant continued use of the Atricure ablation unit, the VA may choose to cancel the Purchase Order and return the unit without penalty. SOFTWARE/HARDWARE The contractor shall supply the ECOM monitor to be used in the performance of the following specific procedures that require this type of monitoring. The types of cases include, but are not limited to, ones in which there is cardiac dysfunction, hemodynamic instability, or large fluid shifts or loss is expected. The cases below, in which cardiac output will need to be monitored in addition to the three factors mentioned above, are the cases in which ECOM will be most beneficial: Cases in which the risk of using a swan are not warranted Major vascular procedures Chronic hypertensive patients Coronary artery disease Elderly patients Large orthopedic cases Transplants Trauma patients ECOM Endotracheal cardiac output monitor system will include the following: ECOM-M Monitor Hardware and Software required ECOM- TC Tube cable Any and all other hardware and software to enable the system to operate properly Conmed is responsible for providing any updates in software and hardware to ensure smooth operation and compatibility with hardware.
