Attachment 2 - Questions, Comments, and Data Request Form Attachment 1: Draft Statement of Work (SOW) The Naval Sea Systems Command (NAVSEA) intends to post a competitive solicitation for Integrated Training Systems (ITS) Battle Force Tactical Training (BFTT) and Advanced Training Domain (ATD) production and engineering support for Program Executive Office Integrated Warfare Systems (PEO IWS) 1IT and Combat Direction Support Activity Dam Neck (CDSA DN), Fiscal Year (FY) 2018 through FY 2022. This procurement will be a small business set aside. The US Navy has a requirement to conduct high fidelity Combat System Element (CSE) training units training, in various environments, encompassing individual watch-station training, within the lifelines unit-level training, integrated warfare commander training, strike group training and coalition/joint training. The primary combat system trainer in the US Navy is the BFTT system. This procurement will acquire the production units to support these training requirements. These ITS BFTT/ATD production units will be installed on naval vessels and at selected shore sites. Contractor support will include systems engineering, hardware procurement, software installation, testing, maintenance, warehousing, repair, logistics, and documentation as required for US Navy ships and selected shore sites. NAVSEA intends to award Firm Fixed Price (FFP) CLINs for a T52 First Article Unit; storage and warehousing; AN/USQ T46D; BFTT Operator Console (BOPC); AN/USQ T52/TIU production units; and FFP LOE labor engineering support. NAVSEA also intends to award Cost Only Travel and ODCs CLINs to support the FFP LOE labor engineering. The solicitation will be issued electronically via Federal Business Opportunities (FBO) at http://www.fbo.gov. Hard copies of the solicitation will not be provided or mailed. Interested parties should monitor the FBO page for release of the solicitation. Any solicitation or applicable amendments to this pre-solicitation synopsis will be issued electronically via FBO. The Government is under no obligations to maintain a bidders mailing list. Draft portions of the solicitation (See Attachment 1) are attached to this pre-solicitation notice for industry questions and comments. The Government will be accepting comments no later than 31 August 2017. Questions and comments should be electronically submitted using the format provided as Attachment 2 to Courtney Ryan (courtney.ryan@navy.mil). Any questions or comments that are submitted may be publically released. DISCLAIMER: FBO is the single point of entry for posting of synopsis and solicitations to the internet.
