Description

This is a sources sought announcement only. This is not a solicitation announcement. The purpose of this announcement is to gain knowledge of current market conditions relative to NAICS 541690 Other scientific and technical consulting service with a size standard $15 million. The Department of Veterans Affairs (DVA), Network Contracting Office 23 (NCO 23), on behalf of Minneapolis VA Health Care System (MVAHCS), Minneapolis, MN is seeking to identify any vendors capable of providing Computer Assisted Surgery Specialist (CASS), also known as a Certified Surgical Technician/Equipment Specialist (CST) to provide technical support for VA Surgeons when they are performing complex neurology, spinal and ENT surgical procedures. The period of performance will be one (1) twelve-month base year, and four (4) twelve-month option years. Background: Prior to issuing a solicitation, and pursuant to the Veterans First Contracting Program, the VA is trying to ascertain if there are qualified Service Disabled Veteran Owned Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) with the capability of providing the below services (Respondents are not limited to SDVOSB/VOSB concerns; the Government seeks to identify ALL potentially interested sources): SCOPE: 1.1. Contractor will provide the services of CASS/CST who is trained and fully qualified to assist and support VA Surgeons using the Stealth ® Surgical Navigation System and O-Arm ® Imaging in computer-assisted surgeries. Services are required for highly delicate and complex neurosurgery, spinal, and ENT surgical procedures in order to maximize patient safety and optimize successful patient outcomes. 1.2. Services will be scheduled through the MVAHCS Surgery Service. Generally, the VA will provide a minimum of 48 hours notice. However, there may be emergency situations that will require same day services. 1.3. The CASS/CST is required to be on-site and in the O.R. a minimum of 30 minutes prior to start of case and shall remain in the O.R. until surgical navigation procedure is completed. 1.4. It is estimated that between 12 and 216 Stealth ® Surgical Navigation and O-Arm ® Imaging cases will be performed per year that will require CASS support services. 1.5. All contract provider s standard of care shall cover the same range of services as would be provided in a civilian medical treatment facility, and shall follow the standard of care required by the policies of the MVAHCS for patient safety and quality assurance. 1.6. Contractor shall comply with all appropriate and applicable policies, procedures and regulations of the VHA and MVAHCS, and ensure compliance with Joint Commission standards and guidelines. 1.7. Contractor will possess collaborative skills sufficient to work effectively with surgeons and other medical center staff. 1.8. Contract personnel must maintain professional conduct and the highest standard of integrity during interactions with patients, nurses, physicians and other healthcare professionals. Contractor will consistently communicate and treat others in a courteous, tactful and respectful manner. 1.9. Cancellation/Standby Fee: If the MVAHCS cancels the surgery on the same day that the surgery is scheduled to be performed, and the surgery is not rescheduled, the contractor will be paid a cancellation/standby fee. It is estimated that cancellations will not exceed 5 per year. There will not be a fee paid for cases cancelled prior to the date that the surgery was scheduled to be performed. Responses to this sources sought notice must include the following information. 1. General Information of your company name, address, contact person name, phone number, fax number, e-mail address(s) and DUNS number and company website if available. 2. Socio-economic status of business (i.e. SDVOSB/VOSB, Small Business, Large etc.) 3. Are you, or have you provided services of Computer Assisted Surgery Specialists (CASS), also known as a Certified Surgical Technologist / Equipment Specialist (CST), to provided technical support for VA surgeons when they are performing complex neurosurgery, spinal, and ENT surgical procedures using the VA owned Medtronic Stealth Surgical Navigation System and O-Arm Imagining services to any federal treatment facility? If so, please provide contract number(s) for the previous three (3) years. 4. Will your company enter into a joint venture or other relationship in order to provide this service?
