FUNDING OPPORTUNITY DESCRIPTION: The Air Force Research Laboratory - Information Directorate (AFRL/RI) is soliciting white papers under this Broad Agency Announcement (BAA) for research, design, development, concept testing, evaluation and experimentation of Quantum Computing Sciences supporting the implementation and use of Command, Control, Communications, Computers & Intelligence (C4I)-related information and communications technologies and techniques. In particular, this effort seeks to advance and assess advanced algorithm designs and technologies harnessing emerging quantum annealing techniques to support AFRL/RI's C4I mission. Research at AFRL/RI's Rome Research Site, located in Rome, NY, focuses on a range of activities to include information and signal processing, communications and networking technology, cyber research, and high performance computing. Many problems fundamental to these disciplines can be expressed as optimization problems governing relationships, and then represented as mathematical equations. Quantum annealing provides a non-classical computing method for finding the global minimum (optimal solution) given these objective functions and constraints to rapidly arrive at the solution. A Quantum Annealing Computing (QuAnCo) System may be used to study and assist a multitude of problems of interest to the DoD community, including but not limited to: machine learning, pattern recognition, logistics and scheduling (e.g., aircraft path and/or waypoint minimization). This BAA welcomes research and development applying quantum computing to any area of interest to AFRL/RI and solicits novel ideas. Further, AFRL/RI is interested in developing a user community around this emerging technology, to consist of other U.S. Government organizations (federal, state, and local), U.S. Government contractors and commercial industry, and academia (both public and private). FOCUS AREA 1 : Researching, Establishing and Fostering a State-of-the-Art Quantum Computing Research Environment at AFRL/RI. The ultimate goal of this BAA is to explore and further develop promising algorithms, and through experimentation ultimately derive solutions to cutting-edge problems facing the Air Force today by harnessing a QuAnCo System. In addition to algorithm development, AFRL/RI is interested in exploring the science and technology underlying Quantum Annealing, and studying it as only possible on an actual computer. Through hypothesis, trial, and error, AFRL/RI would like to compare what the machine itself is theoretically capable of with results obtained through research and development, and through this "under the hood" insight, develop steps laying out the next generation of a Quantum Annealing Computer. For example, simply replacing a traditional subroutine with a "function call" to the computer may not maximize the benefit of the QuAnCo System; intelligently restructuring the algorithm to the quantum architecture may realize more favorable results. Likewise, different algorithmic strategies for problem definition can be used to emphasize speed, precision, or novel functionality at the system level, and the choice of run parameters should be tailored to best match the character of a particular problem, given the solution's requirements. This BAA seeks white papers proposing new capabilities to support the warfighter via QuAnCo research. In order to achieve the research and development objectives of this BAA, the Government may provide space at the AFRL Information Directorate for a test bed facility where a prototype QuaAnCo system can be installed, developed, and tested, with the end goal of maturing the technology to a point where the system could be integrated on the DREN network to allow for in-house research as well as remote access that will allow collaboration and research to be performed by other Government agencies, academia, and industry. Enhancement of high performance computing resources and capabilities at the Rome Research Site will be considered of secondary benefit. QuAnCo System experimentation capabilities will provide researchers an environment to explore solving hard (for example, "NP-complete") computational problems more efficiently, where classical computing means are lacking; QuAnCo serves to circumvent performance-limiting computational bottlenecks. To facilitate this research, AFRL/RI seeks to establish/access a QuAnCo System to explore and demonstrate the underlying technology (a composite QuAnCo system is considered a Non-commercial, Government-unique, Developmental Item for purposes of this BAA). AFRL/RI seeks to explore both immediate, practical applications of QuAnCo algorithms to DoD problems as well as the technology itself. To facilitate the study of potential applications, AFRL/RI is interested in state-of-the-art hardware systems consisting of at least 1000 qubits. As QuAnCo is a rapidly developing field, with computational capabilities increasing at a "Moore's Law"-like rate, AFRL/RI anticipates contracts awarded under this BAA may require the lease or purchase of the hardware portion of this effort in order to conduct basic, fundamental or advanced technology research into hardware capabilities. Proposed approaches involving physical installation, testing, maintenance and research on hardware must provide a scalable solution that allows the Government the ability to upgrade hardware as advances are made (we anticipate at least one substantial hardware/processor upgrade during the period of this announcement). Further, as AFRL lacks the in-house expertise to perform repair and maintenance on a QuAnCo system, we expect the successful offer to research and report on the routine maintenance and repairs required of novel QuAnCo hardware configurations in order to determine follow-on operational requirements of various hardware configurations for AFRL/RI customers during lifecycle sustainment and maintenance. The successful offeror will also support the transition of Algorithmic Implementation and Problem Solving activities performed under Focus Area 2 (below) to the QuAnCo system, as transition to the QuAnCo requires intimate knowledge of the system and configuration of the hardware to support various experimental methodologies. This will assist in a greater understanding of how the theoretical research applies to advanced hardware configurations and capabilities of the QuAnCo under different conditions. AFRL/RI government (military/civilian), contracted, academic and other research is conducted accessing the Defense Research and Engineering Network (DREN), and AFRL/RI believes that a successful implementation of a QuAnCo System for DoD applications will require hardware and software to be compatible with and connectible with this network. The successful offeror will be required to review, research and report on the capabilities of the QuAnCo for both research connectivity (access to users and consortium partners) and maintenance (monitoring/system health). It is this pairing with the DREN that constitutes the fundamental development challenge of this technical area: how can a state-of-the-art QuAnCo system be integrated with the DREN? QuAnCo will provide unique access challenges to the DREN, as user connectivity, program scheduling, and system maintenance must all be balanced in the new research of quantum annealing. Upon researching and developing this QuAnCo/DREN system capability, we expect Government Purpose Rights to be granted in any software developed. The AFRL Rome Research Site (AFRL/RRS) Building 3 utility infrastructure (electrical operating and emergency power, system cooling, weight and vibration tolerance monitoring, and temperature/pressure/humidity climate accommodation) and communications (network access) will likely require attention and upgrading in order to support the power and cooling requirements inherent to a QuAnCo System. Design plans must be provided in sufficient detail with delivery of a formal proposal, and will ultimately be coordinated with AFRL/RI Civil Engineering to create the research environment for the QuAnCo testbed. The successful offeror under Focus Area 1 will be provided access as required to AFRL/RRS Building 3 on a 24 hours per day, 7 days per week, 365 days per year (24/7/365) basis. Base Support will be provided in the form of office space, computers, and telecommunications access to the successful offeror. A site visit to view the proposed location at the Rome Research Site will be coordinated upon selection of successful whitepapers. It is anticipated that one award will be issued for this area with a period of performance not to exceed five years. Focus Area 1 may be amended in the future to reflect additional incremental development needed to achieve the objectives of this BAA. FOCUS AREA 2 : Algorithmic Implementation and Problem Solving AFRL/RI is interested in studying Quantum Annealing and/or Quantum Computing and how these technologies may apply to ongoing problems; therefore, it is envisioned that users from various disciplines will bring their unique problems to the system. This focus area seeks white papers proposing new capabilities to support the warfighter via Quantum Annealing and/or Quantum Computing research capabilities. Proposals should focus on basic research into Quantum Annealing and/or Quantum Computing, developing novel algorithms and problem sets, and demonstrating new capabilities to advance the state-of-the-art. Potential efforts in this area may include algorithms, technologies and techniques to control, monitor, configure and analyze any mathematically-definable optimization, decision or sampling problems of interest to the warfighter. They may also include assessment, instrumentation, configuration and control of experimental systems. As new warfighter challenges emerge, new tools will be required to improve the usability, adaptability, and functionality of existing Quantum Annealing and/or Quantum Computing testbeds. II. AWARD INFORMATION: 1. FUNDING: Total funding for this BAA is approximately $40M. The anticipated funding to be obligated under this BAA is broken out by fiscal year as follows: FY15 - $12M FY16 - $7M FY17 - $7M FY18 - $7M FY19 - $7M The Focus Area 1 award is expected to last 36-60 months, and range from $10M-15M. Multiple awards can be expected in Focus Area 2, with individual periods of performance not normally exceeding 12 months with dollar amounts normally ranging from $250K to $500K. There is also the potential to make awards up to any dollar value. The Government reserves the right to select all, part, or none of the proposals received, subject to the availability of funds. All potential Offerors should be aware that due to unanticipated budget fluctuations, funding in any or all areas may change with little or no notice. 2. FORM. Awards of efforts as a result of this announcement will be in the form of contracts, cooperative agreement, grants and other transactions depending upon the nature of the work proposed. 3. BAA TYPE: This is a two-step open broad agency announcement. This announcement constitutes the only solicitation. As STEP ONE - The Government is only soliciting white papers at this time. DO NOT SUBMIT A FORMAL PROPOSAL. Those white papers found to be consistent with the intent of this BAA may be invited to submit a technical and cost proposal, see Section VI of this announcement for further details regarding the proposal. III. ELIGIBILITY INFORMATION: 1. ELIGIBILITY: All qualified offerors who meet the requirements of this BAA may apply. 2. FOREIGN PARTICIPATION/ACCESS: a. Contractor employees requiring access to USAF bases, AFRL facilities, and/or access to U.S. Government Information Technology (IT) networks in connection with the work on contracts, assistance instruments or other transactions awarded under this BAA must be U.S. citizens. For the purpose of base and network access, possession of a permanent resident card ("Green Card") does not equate to U.S. citizenship. This requirement does not apply to foreign nationals approved by the U.S. Department of Defense or U.S. State Department under international personnel exchange agreements with foreign governments. Any waivers to this requirement must be granted in writing by the Contracting Officer prior to providing access. The above requirements are in addition to any other contract requirements related to obtaining a Common Access Card (CAC). If an IT network/system does not require AFRL to endorse a contractor's application to said network/system in order to gain access, the organization operating the IT network/system is responsible for controlling access to its system. If an IT network/system requires a U.S. Government sponsor to endorse the application in order for access to the IT network/system, AFRL will only endorse the following types of applications, consistent with the requirements above: 1. APPLICATION AND SUBMISSION INFORMATION: All responses to this announcement must be addressed to the Technical point of contact (POC) listed in SECTION VII. DO NOT send white papers to the Contracting Officer. 1. SUBMISSION DATES AND TIMES: (a) FOCUS AREA 1: White Papers for this Focus Area are due 17 JUL 2015. (b) FOCUS AREA 2: It is recommended that white papers be received by the following dates to maximize the possibility of award: FY16 by 30 SEP 2015; FY17 by 30 SEP 2016; FY18 by 29 SEP 2017; and; FY19 by 28 SEP 2018. White papers will be accepted until 2 PM Eastern time on 30 SEP 2019 but it is less likely that funding will be available in each respective fiscal year after the dates cited. The purpose of the white paper is to preclude unwarranted effort on the part of an offeror whose proposed work is not of interest to the Government. The white paper will be formatted as follows: a. Section B : Task Objective; and c. Section C : Technical Summary and Proposed Deliverables. All white papers shall be double spaced with a font no smaller than 12 point. In addition, respondents are requested to provide their Commercial and Government Entity (CAGE) number, their Dun & Bradstreet (D&B) Data Universal Numbering System (DUNS) number, a fax number, an e-mail address, and reference BAA AFRL-RIK-2015-0008 with their submission. Multiple white papers within the purview of this announcement may be submitted by each offeror. Questions can be directed to the technical POC listed in Section VII. 4. OTHER SUBMISSION REQUIREMENTS/CONSIDERATIONS: a. COST SHARING OR MATCHING: Cost sharing is not a requirement. b. SYSTEM FOR AWARD MANAGEMENT (SAM). Offerors must be registered in the SAM database to receive a contract award, and remain registered during performance and through final payment of any contract or agreement. Processing time for registration in SAM, which normally takes forty-eight hours, should be taken into consideration when registering. APPLICATION REVIEW INFORMATION: 1. CRITERIA: The following criteria, which are of descending order of importance and will be used to determine whether white papers and proposals submitted, are consistent with the intent of this BAA and of interest to the Government: a. Overall Scientific and Technical Merit -- The soundness of approach for the development and/or enhancement of the proposed technology, b. Related Experience - The extent to which the offeror demonstrates relevant technology and domain knowledge, c. Openness, Maturity and Assurance of Solution - The extent to which existing capabilities and standards are leveraged and the relative maturity of the proposed technology, d. Relevance to the AFRL/RI Mission - Applicability of the candidate research to AFRL/RI's Command, Control, Communications, Computers & Intelligence (C4I)-related mission e. Reasonableness and realism of proposed costs and fees (if any). No further evaluation criteria will be used in selecting white papers/proposals. White papers and proposals submitted will be evaluated as they are received. 2. REVIEW AND SELECTION PROCESS: Only Government employees will evaluate the white papers/proposals for selection. The Air Force Research Laboratory's Information Directorate has contracted for various business and staff support services, some of which require contractors to obtain administrative access to proprietary information submitted by other contractors. Administrative access is defined as "handling or having physical control over information for the sole purpose of accomplishing the administrative functions specified in the administrative support contract, which do not require the review, reading, and comprehension of the content of the information on the part of non-technical professionals assigned to accomplish the specified administrative tasks." These contractors have signed general non-disclosure agreements and organizational conflict of interest statements. The required administrative access will be granted to non-technical professionals. Examples of the administrative tasks performed include: a. Assembling and organizing information for R&D case files; b. Accessing library files for use by government personnel; and c. Handling and administration of proposals, contracts, contract funding and queries. Any objection to administrative access must be in writing to the Contracting Officer and shall include a detailed statement of the basis for the objection. 3. FEDERAL AWARDEE PERFORMANCE AND INTEGRITY INFORMATION SYSTEM (FAPIIS) PUBLIC ACCESS: As required by 2 CFR 200 of the Uniform Guidance and FAR 9.104-6, the Government is required to review and consider any information about the applicant that is in the FAPIIS before making any award in excess of the simplified acquisition threshold (currently $150,000) over the period of performance. The potential for inclusion of Small Business Innovation Research (SBIR) or data rights other than unlimited on awards is recognized. In accordance with (IAW) the Small Business Administration (SBA) SBIR Policy Directive, Section 8(b), SBIR data rights clauses are non-negotiable and must not be the subject of negotiations pertaining to an award, or diminished or removed during award administration. Issuance of an award will not be made conditional based on forfeit of data rights. If the SBIR awardee wishes to transfer its SBIR data rights to the Air Force or to a third party, it must do so in writing under a separate agreement. A decision by the awardee to relinquish, transfer, or modify in any way its SBIR data rights must be made without pressure or coercion by the agency or any other party. b. NON-SBIR RIGHTS. Non-SBIR data rights less than unlimited will be evaluated and negotiated on a case-by-case basis. Government Purpose Rights are anticipated for data developed with DoD-reimbursed Independent Research and Development (IR&D) funding. 4. NON-DISCLOSURE AGREEMENTS. Focus Area 1's successful offeror will likely be required to sign Non-disclosure Agreements (NDAs); the offeror will be privy to the work and Intellectual Property (IP) of other performers, to include successful offerors of Focus Area 2. 5. REPORTING: a. Contract Applicable: Once a proposal has been selected for award, offerors will be given complete instructions on the submission process for the reports. b. FAPIIS Applicable: As required by 2 CFR 200 Appendix XII of the Uniform Guidance and FAR 9.104-6, non-federal entities (NFEs) are required to disclose in FAPIIS any information about criminal, civil, and administrative proceedings, and/or affirm that there is no new information to provide. This applies to NFEs that receive federal awards (currently active grants, cooperative agreements, and procurement contracts) greater than $10,000,000 for any period of time during the period of performance of an award/project. 6. GRANT AWARDS ONLY : For efforts proposed as grant awards, offerors must provide an abstract in their proposal (not to exceed one page) that is publicly releasable and that describes - in terms the public may understand - the project or program supported by the grant. The DoD will publically post the abstract to comply with Section 8123 of the Department of Defense Appropriations Act, 2015 (Pub. L. 113-235). VII.
