- Single Source Determination NOTICE OF INTENT TO AWARD SOLE SOURCE: The Northeast Fisheries Science Center, Woods Hole, Massachusetts intends to award, on a sole source basis, a 100% U.S. small business set aside Fixed Price contract in accordance with FAR Part 13 Simplified Acquisition Procedures, for the purchase of 100 Global Compact Handheld PIT Tag Scanners to Biomark Inc., for their GPR Plus devices with Aquapac cases due to the below listed essential salient features: Technology Compatibility: Reader conforms to ISO standards 11784 and 11785 and is compatible with FDX-B, ISO, HDX ISO FDX-A (FECAVA), Trovan and Avid encrypted Multiple Operating Frequencies: 134.2KHz AND 125kHZ Performance Capabilities: Reading up to 10cm (3.9 in) depending on microchip type and microchip orientation. Operating Feature: Temperature scanning with TD and BT implants between 33 and 43 degree Celsius (between 91.4 and 109.4 degree Fahrenheit) Operating Temperature: 0 to 50 degree Celsius (32-122 degree Fahrenheit) Humidity: 10-90% non-condensing Power: Power supplied through rechargeable cells (detachable USB cable compatible with wall adapter) and non-rechargeable cells to maximize operating time. Must be equipped with LOW BATTERY alert. Size: Handheld compact unit designed for field use, easy to operate in severe marine conditions Ingress Protection: Dust protected and water splashing resistant with closed battery door with USB cap User Interface; Graphical display The proposed contract action for the Biomark Inc., GPR Plus Pocket Reader Handheld with Aquapac cases for each scanner for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C 2304©(1) as implemented by FAR 13.106-1(b)(1), only one responsible source. The Government intends to make an award by September 2017. This notice of intent is not a request for quotes. It is for informational purposes only and shall not be construed as a commitment by the Government. The associated North America Industry Classification System (NAICS) Code is 334551 and the Size Standard is 1,250 Employees. A determination by the Government not to compete this requirement based on responses to this notice is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Interested firms may identify their interest by providing a capability statement no later than Thursday, 24 August 2017 at 12:00 PM Eastern Standard Time. The capability statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required item. Oral communications will not be accepted. If no affirmative written responses are received to determine whether a qualified source is more advantageous to the Government, the award shall be made without further notice to Biomark Inc, Boise, ID.
