- The U.S. Army Corps of Engineers - Los Angeles District has been tasked to solicit for the design and construction for the replacement of sanitary sewer mains and laterals at Luke Air Force Base, AZ. Project Description: This Two-Phase Request for Proposal (RFP) provides for the Basis of Design and Construction for the replacement of portions of the existing sewer collection system at Luke Air Force Base, Arizona as well as provide newly constructed lines. The sanitary sewer system is required to transport facility waste water to the waste water treatment plant. The Replace Sanitary Sewer Mains/Laterals project will replace 22,230 linear feet of concrete and vitrified clay sanitary sewer mains, laterals and manholes that are in the 400, 500, 600, 800, 900 and 1100 Building Areas of Luke AFB. The main installation (base) is bisected by Litchfield Road that runs North & South. The collection system is divided into three (3) main areas as identified in a Luke Air Force Base 2015 Sewer Capacity Study that will be provided. The three areas are: The North Study Area which collects sewage from the area west of Litchfield Road and east of the flight line. The South Study Area which collects sewage from the area west and south of the flight line. The East Study Area which collects sewage from the area east of Litchfield Road. East Area is not in contract. The project involves excavating and replacing concrete and vitrified clay sewer mains and manholes, correcting slope and connection deficiencies and re-align sewer line for more efficient operation and maintenance. This project includes replacement with PVC sewer pipes, tape and tracer wire, adequate backfill, new concrete manholes, construction of two lift station pump houses to improve system performance, and other items as required to provide a complete and usable system. Minimum critical capabilities required include ability to demonstrate experience on contracts of similar type, scope, magnitude and complexity. Offeror should demonstrate experience in underground utility construction and associated site logistics, protection of existing infrastructure, safety and maintaining existing utility or other adjacent system operability without disruption of the Air Force operational mission. Site Visit Notification Alert: If it is anticipated that your firm will be attending the upcoming organized site visit, when requested, it is imperative that the Site Visit Information be provided to the government POC timely. USACE and/or Luke Air Force Base will conduct background checks prior to granting approval to enter Luke Air Force Base, AZ. This required information will need to be submitted within a short response time as required within the forthcoming RFP. Proposed project will be a Small Business Set-Aside competitive, firm-fixed price, design-build contract procured in accordance with FAR 15, Negotiated Procurement using a two-phase Best Value Trade-Off selection process. The solicitation will be advertised in accordance with FAR 36.3 entitled Two Phase Design-Build Selection Procedures. There will be a Phase I evaluation process to establish a competitive range. The evaluation of the Phase I will be the Offerors' Experience on Similar Design-Build and Design-Bid-Build Contracts, Past Performance on similar contracts, Project Management Plan and Corporate Management Structure. After evaluating Phase I proposals, the maximum number of offerors that will be selected to submit Phase II proposals will be approximately five (5) of the most highly qualified offerors. The offerors who fall within the competitive range will be requested to submit proposals using Phase II evaluation factors which will be provided by amendment to the original RFP. The technical proposal will be evaluated based on the evaluation criteria stated in the RFP. This process permits tradeoffs between price and technical merit/quality and allows the Government to accept other than the lowest priced offer. The award decision will be based on a comparative assessment of proposals against all source selection criteria in the solicitation. In accordance with FAR 36/DFARs 236, the estimated construction price range for this project is: Between $5,000,000 and $10,000,000 There will be one pricing schedule for this project and the estimated duration of the project is 540 calendar days after Notice to Proceed (NTP). The North American Industry Classification System code for this procurement is 237110 Water and Sewer Line and Related Structures Construction which has a small business size standard of $36.5M Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting that they must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction-type procurement. 8(a) firms are reminded they need to have a bonafide office in the area to where the work is to be performed should the acquisition be set-aside for 8(a) program. The solicitation will be available on or about 31 August 2017 with Phase I submittals due on or about 28 September 2017. Phase II submittals will be due on or about beginning of 1st QTR of FY18 with proposals due on or about end of 1st QTR of FY18 and will be requested by Phase II amendment. THE GOVERNMENT INTENDS TO ISSUE THIS SOLICITATION AND ALL AMENDMENTS THROUGH THE USE OF THE INTERNET (WEB ONLY).
