- This is a sources sought for planning purposes only. It is not to be construed as a commitment by the Government nor will the Government pay for the information solicited. No solicitation document exists or is guaranteed to be issued as a result of the sources sought. THERE IS NO SOLICITATION AT THIS TIME. The DBPAO's mission is to serve as the principal resource of high quality, validated, and standardized biological detection assays, reagents and reference materials that meet the requirements of the Warfighter and Joint biological defense community by facilitating the transition of new technologies and coordinating their advanced development, efficient production and timely distribution. The DBPAO supports the manufacture, storage and distribution of consumable reagents and end items for the Biological Defense Joint Biological Point Detection System (JBPDS) and the Joint Portal Shield (JPS) System, as well as other assays (e.g. Hand Held Assays [HHA]) and sampling kits (e.g. Biological Sampling Kit [BSK]) used for domestic preparedness, Homeland Defense, counter-terrorist operations and by Other Government Agencies (OGA). The Government is interested in sources with the following attributes/capabilities: 1. Capability to evaluate and test immunoassays, system reagents, and positive controls a. Testing on Lateral Flow Immunoassays (LFI) including but not limited to sensitivity, false positive reactions, dose response curves, cross-reactivity to near neighbors/battlefield interferents, and physical specification inspection b. Testing on Electrochemiluminescence (ECL) assays including, but not limited to: i. signal to noise ratio, sensitivity, and false positive ratio ii. system reagents (including pH, appearance, surfactant concentration, physical inspection, conductivity, hypochlorite testing and verification of performance of positive controls within acceptable ranges based on conformance criteria) iii. positive controls to verify that controls perform within acceptable ranges based on conformance testing criteria 2. Facilities/containment to perform evaluation and testing of immunoassays and system reagents 3. Capability to perform product stability and accelerated shelf life testing 4. Quality Management System including accreditation to regulatory standard or equivalent 5. Capability to provide suitable, demonstrated technical and analytical expertise to support above ongoing activities 6. Capability to store Government Furnished Materials (GFM) under appropriate conditions to include environmental monitoring. GFM will include testing materials such as: a. Immunoassay kits/panels and system reagents(4-8°C) b. Positive controls and inactivated materials (-80°C) 7. Capability to perform cold chain management Respondents should supply the Government with a description to perform any or all of the capabilities described in this sources sought. The Government will retain comments and information received in response to the sources sought. Proprietary information should be identified as Company Proprietary. Do not use Government Security classification markings. All written responses must be received by September 8, 2017. Preferred media is electronic (i.e. Microsoft World, Portable Document Format, or MS Power Point) via email submissions.
