- TCS Draft SOW TCS Draft CDRLs TCS Draft CLIN Structure TCS Industry Day Welcome Package, August 31, 2017 TCS Draft Delivery Schedule This announcement is associated with a previously posted Sources Sought under N0002416R6413. DESCRIPTION This Industry Day announcement is for market research and planning purposes only. It does not constitute a solicitation and shall not be construed as a commitment by the government to award a contract from responses to this announcement. Any information submitted by interested parties is strictly voluntary and no monetary compensation will be provided for response preparation. INTRODUCTION The Naval Sea Systems Command (NAVSEA) is conducting an Industry Day to identify potential sources that possess the capability to perform development of the Tactical Control System (TCS) subsystem within the AN/BYG-1 Combat System. The TCS subsystem includes applications that provide the warfighter the ability to localize, track, and manage contacts based on sensor inputs provided by other subsystems. Additionally, TCS integrates other tools to help the warfighter plan and execute their missions. Some of these tools will be developed under this contract, and others will be provided to the contractor to be integrated into TCS. TCS will be delivered via the Technology Insertion (TI)/Advanced Processing Build (APB) process as a separate Subsystem. BACKGROUND TCS is a component of the AN/BYG-1 Submarine Combat Control System (SCCS) that provides fundamental capability essential for safe, submerged operations during all types of submarine missions. The focus of TCS is to provide timely and accurate information to the Commanding Officer and/or Officer of the Deck so that they can position ownship in a tactically advantageous manner, optimally employ ownship's sensors and weapons, and effectively prosecute contacts of interest for intelligence collection (or to engage and destroy them if required). TCS development leverages the Navy's proven Rapid Commercial off the Shelf (COTS) Insertion Business Model which is underpinned by Open Architecture (OA) Principles. TCS improvements will be retrofitted into the current force of US and Royal Australian Navy submarines and will be installed in all new-construction submarines (VIRGINIA Class Attack and Columbia Class Ballistic Missile Submarines (SSBNS)). ACQUISITION STRATEGY The Government is contemplating procuring this effort for a contract duration of one (1) 12-month base year and seven (7) 12-month option years. This contract will cover the following baselines for the AN/BYG-1 Combat System: TI18/APB19 TI20/APB19 TI20/APB21 TI22/APB21 TI22/APB23 TI24/APB23
