Tornado Risk Maps for Building Design: Research and Development of Tornado Hazard Risk Assessment Methodology Disaster and Failure Studies Statement of Work Reconnaissance of Damage to Physical Structures Resulting from Hurricanes Katrina and Rita Contracting Office Address Department of Commerce NIST Acquisition Management Division 100 Bureau Drive Building 301, Room B129, Mail Stop 1640, Gaithersburg MD, 20899-1640 This is a Sources Sought Notice ONLY. Requests for copies of a solicitation will not receive a response. This Notice is for planning purposes only and is not a Request for Proposal or Request for Quotation or an obligation on the part of the NIST for conducting a follow-on acquisition. NIST does not intend to award a contract on the basis of this Notice, or otherwise pay for the information requested. No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this Notice and NIST use of such information. NIST recognizes that proprietary components, interfaces and equipment, and clearly mark restricted or proprietary components, interfaces and equipment, and clearly mark restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. In the absence of such identification, NIST will assume to have unlimited rights to all technical data in the information paper. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. NIST is seeking information on small business concerns that are capable of providing various outreach, research and development, and administrative activities for the NIST Engineering Laboratory (EL). Attached to this notice is a draft Statement of Work (SOW) for a potential Indefinite-Delivery, Indefinite Quantity (IDIQ) type contract for these services, plus two separate sample Task Order SOWs. The draft IDIQ SOW describes the requirements of the anticipated overall contract, while the two sample Task Order SOW are attached to provide vendors with specific examples of the types of projects that are expected under the anticipated IDIQ contract. Even though both examples are focused on strong-wind events, NIST is seeking expertise in a broad range of areas as noted below and in the IDIQ SOW. Summary of Requirement: The major program objectives-related to pre-, peri- and post-event phase-may include, but are not limited to: a. Maintain a directory of multidisciplinary experts for potential study and investigative teams. This may include, but is not limited to the following disciplines: materials science and engineering, structural engineering, fire protection engineering, seismic engineering, wind engineering, engineering for coastal inundation hazards, social science, epidemiology, architecture, urban planning, firefighting, building and fire codes, architecture, occupant behavior, evacuation, emergency response, and geographic information sciences. b. Assist with the design of data collection methods and development of data archival platforms, in accordance with the PRA requirements, human subjects research requirements, and data security protocols. c. Provide administrative and technical expertise needed by NIST for support of the Disaster and Failure Studies program and to fulfill its responsibilities under the National Construction Safety Team Act and other statutes. d. Support the state-of-readiness of the Disaster and Failure Studies Program by assisting in multi-disciplinary training of team members, event monitoring, and analysis of peri-event data to support deployment decisions. e. Provide logistical and administrative support to teams while they are deployed in the field. f. Provide subject matter expertise and access to hardware and software for field assessments of damaged and non-damaged buildings and infrastructure. The Contractor must be able to rapidly respond, as field teams may need to be deployed within 48 hours after an event. g. Provide subject matter expertise for the modeling and simulation of failure scenarios and analysis of data collected, which may include both field and laboratory small and full-scale testing and analyses. h. Provide subject matter expertise for the technical support of study deliverables and research and development, as well as assistance with outreach and/or implementation on the recommendations and findings of the study. This may include presentations at conferences/meetings, and delivery of peer-reviewed archival papers. I. Provide assistance with study deliverables which may require writing, technical editing, graphic support (including GIS) and web design / hosting expertise. Study deliverables may include, but are not limited to draft and final reports, newsletters, and other outreach materials. The scope of these requirements can be broken down into the three (3) primary components: 1. Disaster and Failure Studies program's standard operating procedures and disaster metrology research and development (40%) - includes ‘a, b, g, and h' of the major program objectives. 2. Disaster and Failure Studies field deployments (35%) - includes ‘d, e, and f' of the major program objectives. 3. Disaster and Failure studies products and outreach (25%) - includes ‘c and i' of the major program objectives. As appropriate, the Contractor may be required to assist with Section 508 compliance for all of the areas under this contract. The Contractor should be experienced in the National Incident Management System, Incident Command System, the National Response Framework, and with coordination with state and local Governments. NIST is seeking responses from all responsible small businesses sources under the size standard of 1000 employees associated with the applicable NAICS code, 541712 - Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). Please include company's size classification and socio-economic status in any response to this notice. Interested parties shall describe the capabilities of their organization as it relates to the services described in this notice and its attachments. Small Businesses able to provide such services are requested to email a detailed response describing their capabilities to abdul-kudus.yahaya@nist.gov no later than the response date for this sources sought notice. The response should include any information relevant to the vendor's capabilities to meet the requirements detailed in the Draft IDIQ SOW. The response should also speak to the capabilities of the vendor to perform tasks such as those detailed in the sample Task Order SOW's attached to this notice. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of company/companies that are authorized provide services, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 2. Any information on your company's small business certifications. 3. Indication of whether the subject services are currently on one or more GSA Federal Supply Schedule contracts or any other government-wide contracts. If so, please provide the applicable contract number(s). 4. Description of your company's previous experience providing the services described in the attached documents. 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum performance requirements. Responses are limited to a total of twelve (12) pages in MS Word or PDF format. NIST invites all interested small businesses to submit any questions or comments regarding the Draft SOW requirements via email to abdul-kudus.yahaya@nist.gov within 8 calendar days of the posting of this notice.
