Description
PURPOSE: Fort Snelling National Cemetery Honor Guard Alarm System Project In an effort to enhance opportunities for Veteran Own Small Business (VOSB) as required by Public Law 109-461 specifically the Veterans First Contracting Program, the VA National Cemetery Administration (NCA) is performing preliminary market research to identify qualified SDVOSB and VOSB firms that are interested, capable, and have the capacity necessary to compete for this very important NCA procurement opportunity. The findings of the preliminary market research will be used in considering a 100% set aside for SDVOSB first and VOSBs second, pursuant to the set-aside authority contained in Public Law 109-461. THIS IS A REQUEST FOR INFORMATION (RFI) BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH. SUBJECT: Request for information (RFI), Synopsis for the Procurement and Installation of a security alarm system, to include Closed Circuit Video Equipment (CCVE) and a Physical Access Control System (PACS). The Department of Veterans Affairs, in conjunction with the National Cemetery Administration (NCA) is seeking a better understanding of the market capability for the proposed equipment above. The purpose of this Request for information (RFI) is to obtain information on the capability of vendors to provide and install a security alarm system to include the specified complementary components as described within the Scope of Work. This RFI allows potential contractor to submit a non-binding statement of interest and documentation demonstrating their capabilities, and suggestions that will allow the Government to refine its potential course of action. The RFI effort is intended to assess available sources capabilities, and solicit feedback for acquisition planning purposes. NCA is requesting response from qualified suppliers and/or businesses concerns. The NAICS code for this effort is 561621. INSTRUCTIONS: NCA is looking for interested Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB) for a possible set-aside. Submit a brief description, four (4) pages or less (including cover letter), that demonstrates your company s ability to provide and install a security alarm system to include the specified complementary components as described within the Scope of Work. Demonstrate your past experience in performing these services for the past two years to include your contract number and your socioeconomic status. Responses should include business size, business type, socio-economic status. All interested parties must be registered in SAM and verified in VETBIZ (VETBIZ for SDVOSB and VOSB). Please provide a copy of your FSS or GSA schedule, if applicable. Please submit your responses to the Contracting Specialist, Tallulah McDaniel at tallulah.mcdaniel@va.gov. Responses are due by 8:00AM EST August 22, 2017. The general scope of work is as follows: Provide all labor, materials, tools, equipment, transportation and supervision to procure and install a new security alarm system in the Honor Guard building at the Fort Snelling National Cemetery, 7601 34th Ave S, Minneapolis, MN 55450. The work includes site investigation to verify all measurements and site conditions before start of the work and the ordering of any materials. All work shall be performed in a professional workmanship like manner. All adjacent disturbed surfaces shall be repaired to the same quality standards of the existing work and shall also match the adjacent areas. Properly remove and dispose all debris from government property. All work must be in accordance with applicable federal, state and local codes and regulations. The contractor shall be responsible for any applicable permits. All work shall be performed by a licensed full time professional with two or more years of experience in the respective trade. In the Honor Guard building, install a new video intrusion detector alarm system and an Electronic Physical Access Control System (PACS) utilizing Bosch, BLU and Continental Access components or an approved equal. (The above named system is preferred). Install a Bosch Security System including; an 8-zone security control panel w/DACT module; an AES RF Transmitter and antenna; an Alpha/numeric keypad; an Armored door contact; a Wall mounted motion detector; a Siren. Install BLU Closed Circuit Video Equipment (CCVE) including; an 8-channel NVR, 4Tb, POE embedded; 8 each Hi-resolution, day/night, interior/exterior color cameras; a 20 monitor, keyboard & mouse. For Access Control at the Armory Door, install Continental Access equipment including; a CA3000 access control server, includes keyboard and mouse; a 20 monitor; a 2-read controller with expanded memory (configured for 75-bit PIV badges); a 2.2 KVA uninterrupted power supply UPS); an Electric lock 24 VDC power supply with battery back-up; a Proximity & PIN card reader, 75-bit; an Electrified lock on armory door; a Head end configuration; provide installation, programming, and commissioning. For Access Control at the Honor Guard Building Main Entrance, install Continental Access equipment including; an Electric lock 24 VDC power supply final connections; a Proximity & PIN card reader, 75-bit; an Electrified lock on door; a Head end configuration; provide installation, programming and commissioning. The specifications for the requested items are below: Intrusion Detection System A remote, key operated activation/deactivation switch installed outside the room and adjacent to the room entrance door frame and/or a central alarm ON-OFF control in the Police office or other monitoring location. An automatic reset capability following an intrusion detection. A local alarm level of 80 dB (min) to 90 dB (max) within the configuration of the protected area. An integral capability for the attachment of wiring for remote alarm and intrusion indicator equipment (visual or audio). A low nuisance alarm susceptibility. In addition to the locally sounding alarm, alarms will be routed to a commercial security alarm monitoring firm, a local police department or a security office charged with building security. Intrusion detection equipment will integrate with CCVE and physical access control systems. Electronic Physical Access Control System Access Safeguard. To prevent learning codes through keypad observations or use of stolen or found access cards. Time Sensitive. The ability to program access by user, by shift and day. Area Sensitive. The ability to program access by door and area for each individual user. Fail-Safe. The ability to maintain access security if the system goes down (i.e. bypass key). Access Record/Audit Trail. The ability to provide for periodic or on demand print-out of names and time/dates of individual accessing. Records of access or audit trails will not be used for employee time and attendance purposes. User Coverage. The number of individual access codes that the system will accommodate. Personal Identifier Number (PIN) Codes. Access control systems protecting PACS high security areas, such as controlled substance storage, primary computer and communications rooms, research or clinical laboratories that store, use or develop biohazardous materials, require a PIN number as a secondary personal authentication to be used in addition to card readers. "Scramble Pad" type PIN readers are recommended when PIN systems are installed. See the table below for specific VA identified required locations. Compliance with Federal Standards. (see PACS Assurance Level Designation shall be High - Entry requires a valid access card used in conjunction with a secondary form of authentication. Either a Personal Identification Number (PIN) known only to the card holder, or a biometric measurement, or both, is used as the secondary authenticator. This service request will be performed at the Honor Guard building, Fort Snelling National Cemetery, 7601 34th Ave S, Minneapolis, MN 55450. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any information the vendor considers proprietary should be clearly marked as such. The U.S. Government will not pay for any information or administrative costs incurred in response to this RFI or Sources Sought.
