Description
Draft SOW for Psychological Performance Training Development This is a sources sought announcement and is for information purposes only, THIS IS NOT A REQUEST FOR QUOTATIONS. Hurlburt Field is conducting research to determine the existence of potential firms interested in providing Psychological Performance Development Services under NAICS 611430, Professional and Management Development Training. The services will be performed remotely and working with the base operational psychologist on Hurlburt Field, Florida, 32544. A draft Statement of Work (SOW) is attached. This draft serves to give interested firms a general understanding of the nature and scope of work to be performed. This draft is not a final indication of all services to be performed under this contract effort. The primary work listed in the PWS is as follows: Psychological Performance Optimization Training curriculum for SOF Aircrew will be developed by the contractor in 2 phases (MQT and 1 SOG), in close conjunction with the 1 SOG operational psychologist, to ensure language and concepts are specifically translated and tailored to an operational aviation community. The contractor will ensure all training material is vetted by the operational psychologist to cover training content areas central to aircrew performance. The MQT phase will include 3 collaboratively developed powerpoint slide decks, each delivered by the operational psychologist in 90-minute instructional sessions. The contractor will also produce a student "human performance" workbook for the students to bring to the instructional sessions. The workbook will include the slide decks, along with sections guiding students on skill development outside of classroom exercises. Deck 1 will include introduction to human performance, key elements of the "human operating system", baseline survey assessment of core human operating system capacities (physical, mental, emotional, spiritual), orientation to and practical exercises in techniques to alter autonomic nervous system arousal, and how to effectively monitor psychophysiological states. Deck 2 will encompass instruction on attentional, information processing, and interpersonal styles aligned with effective performance in task-saturating crew oriented environments. Crucially, students will be trained to identify personal default information processing styles, how to discern appropriate application of these styles to specific settings, and assess strengths/weaknesses of crew members in the planning and execution of training and operational missions. Deck 3 will cover expansion and preservation of energy capacities (physical, mental, emotional, spiritual) necessary for performance, readiness, and well-being over the long-term. This content will prepare students for exposure to additional training and professional development offered to them by their unit psychological performance providers. Instructions to Offerors: To indicate positive interest in this requirement, please submit the following to the 1st Special Operations Contracting Squadron: 1. Contract numbers and amounts on recent and relevant past performance on similar work. If no specific past performance of similar work exists, indicate this and provide any similar past performance you can provide. Lack of past performance does not preclude contractors from indicating positive interest. 2. Verification of Small/Large Business Status under NAICS 611430 This request may not directly lead to a Request for Quote. Deadline for submission is 23 Aug 2017 @5:00 PM CST.
