- This Amendment (4) to NGJINCTGTD_021717 serves to announce the Pre-Solicitation Days for the NGJ-LB DET Broad Agency Announcement (BAA). The purpose of the Pre-Solicitation Days events is to assist interested sources in the development of responses to the NGJ-LB DET BAA release that will occur in October 2017. The NGJ-LB DET Pre-Solicitation Days will occur on 6-7 September 2017 at Engility Corporation, 22290 Exploration Drive, Lexington Park, MD 20653. This event will include: 1. A group industry session (6 September, 0830 -1200); 2. One-on-one contractor sessions (6 September 1300 - 1700, 7 September 0800-1700); 3. One hour tours of the Facility for Antenna and Radar cross section Measurement (FARM) at NAS Patuxent River, MD (6 September 1300-1700). Meetings will be conducted at the SECRET classification level and will be restricted to U.S. citizens representing DoD Contractors with an active DSS approved Facility Clearance. Attendees must possess an appropriate security clearance and submit a visit request electronically through JPAS using JPAS SMO Code 8U7246 to Kelly Gardner, Kelly.gardner@engilitycorp.com, (240) 895-8515, by no later than 1 September 2017. Insert Robert E. Benson, Robert.benson@engilitycorp.com, (301) 895-7483, as the technical POC at Engility Corporation and "NGJ-LB Pre-Solicitation Days" as the purpose of the visit when you submit the security clearance information. All requests for one-on-one sessions and FARM tours, as well as an attendee roster (attendee name, organization and address, email address, and phone number) must be submitted to Aimee Arena, aimee.arena@navy.mil, by no later than 28 August 2017. Please note that both the group industry and one-on-one sessions will be limited to 6 individuals and the FARM tour to 3 individuals per contractor or contractor team. With respect to the one-on-one sessions, Contractors may request a date and either a morning or afternoon session. Specific times will be assigned based upon the order of receipt of the requests. The Government will hold a group industry session to present a program update, a Statement of Objectives review, a Goals Document discussion and a FARM overview. Questions are permitted in the group session. Following the group session, the Government will hold one-on-one sessions with individual contractors or contractor teams, the purpose of which is to afford contractors the opportunity to ask any additional questions. Each one-on-one session will be limited to forty-five minutes in length. Finally, the FARM tours will familiarize prospective offerors with the capabilities and services that facility has to offer. Information presented by the Government, including questions and responses covered during the group session, will be made available to all participants via the NGJ-LB technical library. Please note, however, that the Government will protect contractor proprietary information from release to other prospective NGJ-LB offerors, including information exchanged during the one-on-one sessions. Any contactor submitting information or questions that it deems proprietary or "competition sensitive" must clearly mark that information. As necessary, the Government will communicate directly with the contractor to ascertain the rationale for its assertions. Should the Government concur with the contractor's assertion, said information will be withheld from all other contractors. Should the Government not concur with the assertion, it will advise the contractor of such and may offer them the opportunity to withdraw the question or comment. Alternatively, the Government may elect to develop a non-proprietary or "non-competition sensitive" version of the question or comment to post to the technical library. In the event, however, that the Government deems a contractor's question or comment to be non-proprietary or "non-competition sensitive" and, at the same time, important to industry's understanding of the NGJ LB program, it may release such information to industry. This announcement DOES NOT constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any contractors or entities that respond to this announcement. Additionally, any costs incurred by interested contractors in response to this announcement will NOT be reimbursed and are NOT considered allowable direct charges to other contracts or tasking.
