Description
PROJECT DESCRIPTION AND PURPOSE: The Bureau of Reclamation, Upper Colorado Region, Provo Area Office, has a requirement for SCADA Equipment for Dolores Water Projects. The Dolores Water Conservancy District (DWCD) provides seasonal irrigation under pressure in southwest Colorado for the Dolores Project, owned by the Bureau of Reclamation (Reclamation) and operated by DWCD. Water is delivered via system of canals, pipes, and pumping plants across over 61,000 acres of irrigated land. The existing System Control and Data Acquisition (SCADA) infrastructure allows for the remote monitoring and control of the nine distributed pumping plants, two power plants, and 80 canal gate structures. This system has been in place for over 20 years, maintained by DWCD, and is approaching the end of its serviceable life. The intent of this contract is to procure only the equipment necessary for a SCADA migration. DWCD has operated and maintained this system for the life of the project, and will perform all labor and integration necessary for a complete migration. This migration will take place in two phases; the first phase will involve migration of the existing Human Machine Interface (HMI), followed by a gradual replacement of all remote terminal devices. In addition, remote input/output (I/O) devices will remain in service. Therefore, all proposed equipment must provide for integration with existing equipment. The proposed HMI must be compatible with both existing and proposed programmable logic controllers (PLCs) and vice-versa. COMPETITON: Solicitation No. R17PS01296 is anticipated to be a total small business Set-Aside. The requirement shall be procured in accordance with FAR 12, Acquisition of Commercial Items; & 13.5, Simplified Acquisition Procedures Test Program for Certain Commercial Items. NAICS CODE AND SIZE STANDARD: The NAICS Code for this requirement is 334111, Electronic Computer manufacturing, with a small business size standard of 1,250 employees. SOLICITATION RELEASE DATE: The release date for Solicitation No. R17PS001296 is anticipated to be August 21, 2017. Interested parties are encouraged to monitor this announcement for updates and the release of the solicitation documents. The solicitation documents for this procurement will be accessible from the Federal Business Opportunities (FBO) website, www.fbo.gov.
