- Draft Performance Work Statement This is a notice of intent to issue an award on the basis of other than full and open competition in accordance with the Federal Acquisition Regulation (FAR) 13.106(b) where only one source is reasonably available to provide the required research and development services. The U.S. Army Medical Research Acquisition Activity (USAMRAA), Institute for Chemical Defense (ICD) intends to issue a single source award to Southwest Research Institute (SWRI) located at 6220 Culebra Road, San Antonio, TX. The total award amount is estimated to be $100,000.00. The requirement is to continue development of a cyanide countermeasure for intramuscular (IM) delivery. The period of performance will be one base year and two option years. See the attached draft of the Performance Work Statement for additional information. Only SWRI is reasonably available to develop the dimethyl trisulfide (DMTS) countermeasure into an intramuscular delivery system as they were the only company to develop the DMTS compound under contract W81XWH-14-P-0650. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS and no solicitation exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same service. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses should be furnished electronically to susan.e.ruzicka2.civ@mail.mil no later than 11:00AM Eastern Standard Time, 01 September 2017.
