Description
NAVFAC EXWC uses the COTS computer program ORCAFLEX for the static and dynamic analysis of complex ocean cable structures. It is used to support a significant amount of technical work in CIOFP. To keep ORCAFLEX maintained with the latest upgrades, maintenance to fix errors, and receive technical support from the company ORCINA, Ltd, which owns, maintains, and upgrades ORCAFLEX, an annual user fee is required for each license owned by EWXC. In previous years, EXWC in Port Hueneme and the EXWC East Coast Detachment renewed the licenses separately. EXWC in Port Hueneme owns four licenses and the East Coast Detachment owns two licenses. This year, the license renewals are being combined which results in discounts to the Government for owning multiple licenses. Also, the schedules for renewal are being realigned so that all six licenses will be on the same renewal schedule. This realignment results in a 13 month renewal period for this upcoming period. This effort reduces cost to the Government. Jacob Technology and Software is the only U.S. representative through which ORCAFLEX licenses can be purchased and renewed. The government intends to solicit and negotiate with only one source under the authority of Section 4202 of the Clinger-Cohen Act of 1996 and as implement under FAR 13.106-1(b)(1). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties shall submit information that indicates their ability to satisfy this requirement via e-mail to janet.nunez@navy.mil requests must include company name, address, and POC name telephone number. CAGE code, DUNS number, NAICS code, application business size and tax ID number. Responses are due by September 17, 2017, 8:00 AM, Eastern Standard Time. If no responses are received, FLCSD-SEAL BEACH will proceed with the sole source award.
