Description
Solicitation The purpose is to post the combined Synopsis/Solicitation, which also satisfies the requirement of FAR 5.2. The purpose of the Medicines, Technologies, and Pharmaceutical Services (MTaPS) is to strengthen low-and middle-income country health systems to ensure sustainable access to and appropriate use of safe, effective, quality-assured, affordable essential medicines and medicines-related services. In furtherance of this purpose, specific objectives that MTaPS will work to accomplish include: Objective 1: Pharmaceutical sector governance strengthened Strengthening pharmaceutical sector governance includes improving transparency and accountability of country pharmaceutical systems; improving and enforcing evidence-based medicines policies, laws, regulations, guidelines, norms, and standards; and increasing stakeholder engagement and empowerment, including civil society and consumers. Objective 2: Institutional and human resource capacity for pharmaceutical management and services increased, including regulation of medical products This includes institutionalizing innovative and proven approaches for human resource capacity building; strengthening capacity of government to manage pharmaceutical systems; improving capacity of private sector organizations to support pharmaceutical operations; and strengthening medicines regulatory capacity including through regional regulatory harmonization. Objective 3: Availability and use of pharmaceutical information for decision-making increased and the global learning agenda advanced This includes effectively implementing pharmaceutical management information systems that are interoperable and link patients and products; ensuring the availability and use of information on pharmaceutical systems; advancing the pharmaceutical systems strengthening research and global learning agenda. Objective 4: Pharmaceutical sector financing, including resource allocation and use, optimized This includes reducing financial barriers to access to medicines; developing and implementing evidence-based medicines strategies and pharmacy benefits programs; increasing efficiency of pharmaceutical resource allocation and use; and increasing mobilization of additional and sustainable resources. Objective 5: Pharmaceutical services, including product availability and patient-centered care, to achieve desired health outcomes improved This includes improving availability of essential medicines and other health technologies; improving patient-centered pharmaceutical care; ensuring patient safety and therapeutic effectiveness; and supporting antimicrobial resistance containment. Subject to the availability of funds, the United States Agency for International Development, (USAID), intends to issue a Request for Proposals (RFP) for a single 5-year term type contract with a total estimated cost of approximately $150-$170 million, to implement the MTaPS Activity. USAID will conduct this procurement through full and open competition, under which any type of organization (large or small commercial [for profit] firms, educational institutions, non-profit organizations) are eligible to compete. USAID encourages the participation to the maximum extent possible of small business concerns, small disadvantaged business concerns and women-owned small business concerns in this activity, or as a subcontractor in accordance with Part 19 of FAR. The NAICS code will be 541990 and the authorized geographic code for this procurement is 935.
