- The US Army Corps of Engineers, Engineer Research and Development Center (ERDC), has a requirement for the design, manufacture, installation, testing and model modifications to the gas delivery system for the fully functional sub-scale prototype for a full-scale Advanced Blast Load Simulator (ABLS) as described in Patent No. US 2013/0042665A1 for a Shock Tube Apparatus for Blast Wave Simulation. The ultimate goal of the project will be to validate the expected performance envelope and generate a study to determine if it is feasible to construct a full-scale ABLS capable of producing a blast wave for a full-scale target surface area of 12 feet by 12 feet. The award will be issued in accordance with Federal Acquisition Regulation 6.302-1(a)(2)(iii)(B), only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS code for this requirement is 541712 (Research and Development in the Physical, Engineering, and Life Sciences except Biotechnology) with a size standard of 1,000 employees. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Verbal communications are not acceptable in response to this notice. Responses to this requirement may be submitted to Jody Criss at Jody.Criss@usace.army.mil. The solicitation number shall be included in the subject line of the e-mail submission. Responses must be received no later than 5 days from the posted date of this notice.
