Description
BRAND NAME JUSTIFICATION FORM Under Statutory Authority of FAR 13.106-1(b)(1) 1.Description of product(s)/service(s). DRT1201C Wireless Receiving System 2.Describe the market research performed to justify the request. Research conducted in search of a turn-key solution for a surveillance capability against a variety of analog and digital wireless standards. Due to the specialized and unique characteristics of the system, research was conducted through various defense related companies (Harris Corp, Raytheon, L3 Communications and others) either by phone or the Internet. 3.Unique performance/technical factors of the product/service and company specified. 20-8500 MHz frequency range, 40-MHz BW, 5-MHz step size. Monitors up to 816 half-duplex channels Software configurable to process various wireless standards. Processes multiple formats simultaneously. Integrated spectrum analysis tool. Timestamped wideband and narrowband data. Built-in GPS receiver Eighteen slots are available for any combination of tuners, AFM1, and WPM3As. Room for expansion of advanced technology capabilities. Dimensions: 19 in. (48.26 cm) rack mountable x 4U High 4.Specific factors/features are essential for the following reasons: 5.Reason why other products and/or companies have been examined and rejected. No other product/company was identified during the research. 6.What operational harm to the Government would happen if another brand name was used? What would the cost impact to the Government be if another brand name was used? No other brand was identified to meet the stated requirements. The results in using a different brand, if there was another available, would impact the standardization and integration ability with current systems which would result in higher cost to the Government in upgrading both hardware and software for these systems. These systems are used in supporting US Army Operational Testing and Evaluation. 7.Attach documents, which support that the item is available from the one (1) company (i.e. letter from manufacturer, list of other companies solicited who could not meet the requirements). This industry leading capability was developed by DRT "contractor research and development (CRAD)" funds over the last 20 years and is the Proprietary Intellectual Property (IP) of DRT. The quote from (vendor) for the DRT120C-0607 is also included as well as the letter from the vendor indicating no resellers or distributors of their proprietary products. Letter obtained from vendor to support they are the sole provider of this product which EPG requires to facilitate upcoming mission requirements. 8.Technical specifications are attached. I hereby determine that the anticipated cost to the Government will be fair and reasonable.
