MODIFICATION 2 QUESTION AND ANSWER TO SOLICITATION HSCG38-17-Q-400099 Questions: I was not able to attend the walk through yesterday, but I am familiar with the site having performed numerous other cleaning activities at the base. My questions are, the statement of work (SOW, mentions "the onsite wastewater treatment operations". Is this also located inside of Building 77? Are the sumps and underground piping network full of water or relatively empty? The SOW mentions 950 gallons capacity. Is this an amount of existing water inside the piping network, or just an estimated total capacity if it were full? The flushing process of the tank rinesate, line, and sump, this water generated will be run through the onsite treatment system after settling in order to minimize the waste disposal? Answers: Question 1 - The On-site wastewater treatment operation is at the location inside building 77. Question 2 - The sumps, piping and tanks will be pumped down as far as possible, however there will be an amount of water/sediment present in all. Question 3 - 950 gallons is an estimate of the total amount of water that could be in the piping and sumps, if full. Question 4 - The wastewater from the cleaning process should be allowed to settle at least overnight so that the solids can settle to the bottom. Then, the wastewater can be pumped back into the container and disposed according to the contract requirements. Question: I was about to send a quote, but I noticed the NAICS Code of 541330, this is an Engineering Service code and has nothing associated with cleaning tanks/sumps/piping. We have always cleaned tanks and piping under Waste Management and Remediation Service Code 562910. Is this acceptable? Answer: We will change our NAICS Code to 562998 - All other Miscellaneous Waste Management Services and remove the 541330 via modification to the solicitation. MODIFICATION TO THE SOLICITATION This solicitation is modified for the following reasons: 1) To change the NAICS code from 541330 to 562998. The Small Business Size for 562998 is $7.5M. 2) The solicitation closing date is extended to 23 August, 2017 at 4:30 P.M.
