N00164-17-S-NC30 - REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT - PRECISION GUIDED MORTAR - FSC 1410 - NAICS 336414 Issue Date: 17 AUG 2017 - Closing Date: 18 SEP 2017 - 2:00 PM Eastern The Navy intends to solicit and negotiate this contract on a full and open competition IAW FAR 6.1. Delivery is required FOB Destination. The Government is issuing this RFI/sources sought announcement as part of a market survey. The Crane Division, Naval Surface Warfare Center (NSWC Crane) is seeking information for market research purposes relative to technologies available to support Precision Guided Mortar. Request for Information (RFI) is sought for 81MM mortar systems which may provide the following characteristics. This effort is underway to gauge potential interest, establish the current state of industry, identify marked improvement in performance over fielded equipment, and assist in specification refinement and validation for: 1)Compatible with 81mm mortar tube. 2)Mortar must have a Semi-Active Laser (SAL) and/or GPS capability 3)Ability to acquire fixed, as well as, slow moving (<10mph) targets. 4)Laser designator for use with SAL mortar must be capable of being mounted on a weapon, hand held, or projected from an air asset onto target 5)Ability to acquire and designate targets during day and night. The Program is interested in receiving feedback from. All interested parties are strongly encouraged to submit a White Paper with the information listed, but not limited to, below: White Paper •Questions/Concerns about the draft performance specification - no page limit •Capability of system design as it relates to the draft performance specification - 15 page limit Submission Guidelines Submissions may be sent by any government or non-governmental entity including commercial firms, non-profit organizations, and institutions of higher education with degree-granting programs in science and/or engineering (universities), or by consortia comprising such concerns. Offerors should submit the white papers electronically prior to 2:00 p.m. on 18 Sep 2017. Submittals after this date will still be accepted. White papers may be submitted any time prior to expiration of this announcement. Responses from Small and Small Disadvantaged Business firms are highly encouraged. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firms, historically black colleges or universities, and minority institutions. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. White papers may be submitted any time prior to expiration of this announcement.
