- Broad Agency Announcement (BAA) Number: E17PS00128 for Proposed Safety and Technology Verification Research Projects. DESCRIPTION: The U.S. Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE) solicits White Papers of not more than five (5) pages in length, for specific areas of interest to BSEE Technology Assessment Program (TAP) on Safety and Technology for the topics identified below. When appropriate, the research shall be conducted consistently with prior research. For a summary of research previously completed and recently performed, visit https://www.bsee.gov/what-we-do/research/tap and https://www.boem.gov/Technology-Assessment/. Interested parties are encouraged to view the information presented on the site when considering submitting white papers. BACKGROUND: The BSEE TAP Program is requesting white papers to be submitted in accordance with the terms of this announcement. Selected white papers will be requested to submit full proposals. NOTICE: The BSEE may share the White Papers with other organizations for review. Potential contractors shall notify the BSEE if they do not want their White Papers/proposals shared outside of BSEE. The BAA Topics are limited to Wind Power Structure Research as follow: TOPIC 1: Additional Model Testing of Cyclic Axial Loading on Piles for Jacket Foundations Objective: To further the understanding of behavior of jacket foundation piles under long term cyclic loading from axial loads. Piles that anchor a jacket foundation for offshore turbines sustain cyclic loading in the axial direction as opposed to the lateral direction for monopiles. A previous TAP study and other research indicate the potential for soil stiffness degradation especially in sand under long term axial cyclic loading. Further research is needed to improve current methods of assessing this degradation and its potential effect on foundation performance. This research should consist of 1g or centrifuge model testing using various soil types, and development of updated design methods based on the test results. TOPIC 2: Cyclic Loading of Suction Bucket Foundations in Undrained Sand Objective: To improve methods of designing suction bucket foundations in sandy soil under long term cyclic loads. A previous numerical study of suction bucket foundations revealed that long term cyclic loading could lead to foundation stability concerns in undrained sandy soils. Model testing under these conditions would help to evaluate this concern. Centrifuge testing on saturated sands should be performed to assess drainage conditions under cyclic loading. TOPIC 3: Design Life Issues Related to Corrosion and Fatigue Objective: To study how offshore wind turbine foundation design life is affected by corrosion and fatigue issues, and whether longer design life is feasible. Offshore Wind Turbines are currently designed for 25 to 30 year service life. However there have been reports of corrosion and fatigue problems causing premature shutdown or diminished performance. A study of corrosion and fatigue issues and methods to improve long term performance could lead to longer design life which would reduce project costs. The costs and benefits of a longer design life should be assessed. TOPIC 4: Study of Geologic Hazards for Pacific Region Offshore Wind Farms Objective: To assess the unique geologic hazards of the West Coast of the US and Hawaii as to how they could impact the siting of offshore wind farms. Offshore wind farms off the coasts of California, Oregon, Washington, and Hawaii will be located in geologic regions with hazards that are not present on the East Coast, such as active faulting, strong seismic shaking leading to liquefaction, tsunamis, slope instability, and biogenic gas. Due to the greater water depth, floating turbines are most likely to be installed; therefore the geologic hazards would pose risk mainly to the mooring and anchorage systems, as well as buried cables. A general evaluation of these potential hazards would help in selecting suitable sites for floating wind farms. Focus should primarily be on areas already designated as potential lease sites. TOPIC 5: Wind Area Power Density Objective: To better understand the actual power offtake potential of a large offshore wind farm considering wake effects, turbine spacing, etc. Power offtake potential for offshore wind farms is typically estimated by summing up the power potential of each individual turbine. However the actual power offtake has been found to be significantly less due to wake effects and the reduction of wind speed by adjacent turbines. Also wind speeds and directions can vary significantly over time and within parts of the wind farm. A more accurate means of estimating overall power density of a large wind farm would allow better layout design as turbine size increases and higher power capacities are expected. HOW TO RESPOND: White Papers of not more than five (5) pages in length, shall be submitted to the U.S. Department of the Interior, Bureau of Safety and Environmental Enforcement, Acquisition Operations Branch, VIA EMAIL to the Contracting Officer, Afua Serwah-Asibey at afua.serwah-asibey@bsee.gov, not later than 2:00 PM, Eastern Time on August 25, 2017. The Solicitation/ BAA number E17PS00128 MUST be referenced in the subject line of the email along with the due date and the name of the Offeror submitting the White Paper. White papers should have one inch margins, single spacing, and Times New Roman 12 point font. White Papers shall define the proposed research scope, including background, problem, proposed solution, and feasibility of solution. COST ESTIMATES SHALL NOT TO BE INCLUDED IN THE WHITE PAPER. White papers will be selected from all or part of the topics listed depending on the interest and scope of White Papers received. The BSEE will evaluate the responses on technical merit and those deemed to have merit may be selected for a full proposal. In cases where a white paper is selected for further consideration, a technical and cost/business proposal may be requested from your organization by the BSEE contracting officer. This announcement constitutes a Request for White Papers, but does not obligate the Government to consummate award. Respondents WILL NOT be notified of the results of the evaluation on the information submitted. BSEE shall evaluate the responses, and those deemed to have merit shall be furnished information to assist in the preparation of the complete proposal. WHITE PAPERS SHALL BE EVALUATED USING THE FOLLOWING CRITERIA: White Papers shall be evaluated to determine if it has merit. Merit will be determined by the feasibility of the approach or solution and the offerors ability to implement the proposed approach. IF ANY OF THE REQUIREMENTS OF THIS ANNOUNCEMENT ARE NOT MET, THE WHITE PAPER WILL NOT BE EVALUATED. The Solicitation/BAA number, E17PS00128, MUST be referenced in the subject line of the E-mail. Telephone inquiries WILL NOT be accepted. A separate White Paper MUST be submitted for each topic on which the Offeror wishes to propose.
