- NOTICE OF PROPOSED CONTRACT ACTION: The Regional Health Contracting Office - Central, JBSA, Fort Sam Houston, Texas, intends to award on a sole source basis, a Firm-Fixed Price (FFP) purchase order for Cornea Implant items. The proposed North American Industry Classification System (NAICS) Code is 339113, Surgical Appliance and Supplies Manufacturing, FSC - 6515, Medical and Surgical Instruments, Equipment and Supplies, with a corresponding size standard of 750 employees. The proposed contract action is for the purchase of these Cornea Implant items for which the Government intends to solicit and negotiate with only one source in accordance with (IAW) FAR 13.106-1(b)(1). The Government intends to execute this award no later than August 2017. If a firm believes it is capable of meeting the Government's requirement, it may identify its interest and capability to the Contract Specialist by 21 August 2017. Interested firms must indicate whether they are large, small, identify any socio-economic classification, and state whether they are U.S. or foreign owned. Actual quantities will be reflected in a solicitation once issued. In addition to the information listed above, the following are the salient characteristics for the required Surgical, Pharmaceutical, and Vision Care Products. A. The following are the salient characteristics for Surgical Vision care products. B. All surgical products must be FDA approved and TAA compliant. C. Must be able to provide technologies and devises for corneal surgery/corneal transplantation. D. Offers a network that gives surgeons access to large volume safe, high quality ocular tissue for transplant and research. E. Must meet industry benchmarks for quality assurance testing as a member of the Eye Bank Association of America. F. Must be able to offer precision precutting of corneas. G. Must be able to provide donor tissue on time. H. Shall process for DSAEK, Ultra-thin DSAEK, IEK, DMEK, and ALK specifications The ordering period will not exceed 1 year.
