Description
Single source determination The Department of Commerce/National Oceanic and Atmospheric Administration/ National Environmental Satellite Data and Information Service (DOC/NOAA/NESDIS), intends to award on a sole source basis, under the authority of FAR 13.106-1(b)(1). The Government intends to enter into a sole source requirement to provide the U.S. Department of Commerce, National Oceanic and Atmospheric Administration, Office of Space Commerce secretariat services for the Director of the National Space-Based PNT Coordination Office. The agreement establishes secretariat services for the following six United Nations Programme on space Applications activities: United Nations Platform for Space-Based Information for Disaster Management and Emergency Response (UN-SPIDER) Regional Workshop; Fourth Central Asia Geographical Informational System (GIS) Conference: Water, Life, Risk, Energy, and Land use; ISPRS/ESPI/IAA/IISL Conference Current legal issues for satellite Earth observation International Society for Photogrammetry and Remote Sensing (ISPRS), European Space Policy Institute (ESPI), International Academy of Astronautics (IAA), International Institute of Space Law (IISL); United Nations/Moldova/United States of America/European Space Agency Workshop on the Applications of Global Navigation Satellite Systems; United Nations/Switzerland/ESA/UNEP workshop on Space technology contribution to sustainable development of Andean mountain regions (tentative title, venue and dates); and United Nations/Turkey/ESA Workshop on Integrated Space Technology Applications for Socioeconomic Benefits The requirement for the period of performance for this effort is for 12-months from date of award. Office of Space Commercialization (OSC) chose to purchase the services from this provider as the United Nations Office of Outer Space Affairs serves as the focal point for matters related to the International Committee on Global Navigation and Satellite Systems (ICG). The ICG is an essential way for this nation to encourage integration of our Global Positioning System and its augmentations into the basic infrastructure of countries throughout the world, particularly the developing nations; encourage interoperability and compatibility of satellite navigations systems; and foster science and technology education about GNSS applications in the developed and the developing world. Attendance of the ICG by foreign GNSS counterparts could engender goodwill. Efforts such as the ICG are essential to the United States maintaining its technological advantage in this key technology in the 21st Century. If OSC were to conduct these workshops, it would result in a situation where the government competes against the U.S. private sector (i.e., United Nations Office of Outer Space Affairs and its corporate partners) in the provision of this secretariat support. Thus, the alternative is undesirable. The company previously partnered with the NCO in providing secretariat support. UNOOSA hosted the first meeting of the ICG in 2006. U.S. industry representatives participated on the U.S. delegation. Terms of Reference were adopted maintaining the non-binding, informal nature of the ICG. The U.S. sees a future role of the ICG to assist both the members of the Committee and the international user community by serving as the focal point for international information exchange related to GNSS activities. In 1958, shortly after the launching of the first artificial satellite, the General Assembly decided to establish an adhoc Committee on the Peaceful Uses of Outer Space (resolution 1348 (XIII), with 18 members, in order to consider the activities and resources of the United Nations, the specialized agencies and other international bodies relating to the peaceful uses of outer space; international cooperation and programmes in the field that could appropriately be undertaken under United Nations auspices; organizational arrangements to facilitate international cooperation in the field within the framework of the United Nations; and legal problems which might arise in programmes to explore outer space. In 1959, the General Assembly established the Committee as a permanent body and reaffirmed its mandate in resolution 1472 (XIV). The United States of America was one of the 18 original members and remains a current member. The United Nations Office of Outer Space Affairs is the secretariat for the United Nations Committee on the Peaceful Uses of Outer Space. The support for the workshops and committees provided by the United Nations Office of Outer Space Affairs are consistent with U.S. space-based PNT policy and meet the governments' missions' needs for this procurement. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.
